Census of Population provides high-quality information on key socioeconomic trends and analysis that helps Canadians make important decisions that affect our families, our neighborhoods, and our businesses. The information collected ensures that the Census of Population accurately reflects Canada’s changing society and is vital to communities across Canada for planning services that support employment, schools, public transportation, and hospitals. The Field Operation Manager is a pivotal role in the Census to ensure the successful collection of the Census. Based on the importance of Census data to local municipalities and communities, you will be asked to provide information in your job application related to your knowledge of the province(s) or territories for which you have demonstrated interest.
As part of the regional management team:
Contributes to the development of operational plans for census data collection activities and organizes, oversees, and controls census field collection within the assigned area; and manages census field operations for a 7-day collection operation.
Contributes to the development of recruitment plans and mitigation strategies for recruitment challenges within the assigned area.
Manages the financial, human, and material resources for the assigned area; manages employees hired under the Public Service Employment Act (PSEA); and participates in the recruitment process for Statistics Act employees required to meet the demands of a large temporary workforce.
Responds and follows-up with compensation-related issues for their team within their assigned area.
Develops and implements collection strategies and contingency plans; establishes and defines priorities; monitors and evaluates the cost, quality, efficiency, productivity and security of data collection systems and processes; and analyzes and produces reports on the progress of collection activities.
Represents the agency to solicitate participation from non-respondents, responds to and resolves complaints; and contributes to public relations activities to promote census communications and respondent cooperation.
Participates in regional and/or agency committees involved in the evaluation of census collection activities and provides advice on proposed modifications to operational procedures.
Disseminates and collects evaluation reports for the assigned area; summarizes findings; and makes recommendations for program improvements.
Supervises a team of Field Operations Supervisors, and an administrative assistant, and indirectly oversees a large workforce hired under the Statistics Act (reporting to their Field Operations Supervisors) in a decentralized and virtual environment.
Manages the financial, human, and material resources of the collection staff within their assigned area, including the employees hired under the Statistics Act reporting to the Field Operations Supervisors.
Statistics Canada conducts the Census of Population in order to develop a statistical portrait of Canada and Canadians on one specific day. The census is designed to provide information about people and housing units in Canada by their demographic, social and economic characteristics.
The Census of Population is a reliable basis for the estimation of the population of the provinces, territories and municipal areas. The information collected is related to federal and provincial legislative measures and provides a basis for the distribution of federal transfer payments. The census also provides information about the characteristics of the population and its housing within small geographic areas and for small population groups to support planning, administration, policy development and evaluation activities of governments at all levels, as well as data users in the private sector.
The intent is to staff full-time specified period positions in the Western Region and Northern Territories. The pool of qualified candidates established from this process may be used to staff similar positions for the 2026 Census.

EDUCATION

Some appointments of successful candidates will be made under the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO) and Regulations. Persons appointed under the EAO as a result of this process will be subject to the provisions of the Public Service Employment Act with some exceptions:
• You will not be eligible for internal appointment processes or deployments, except for acting appointments and deployments made to positions excluded by the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO).
• You will not be eligible for indeterminate status as a result of your employment in the Census program; time spent as an excluded employee will not count towards the three-year term to indeterminate conversion.
• You will be entitled to seven days' notice if you are rejected on probation.
• You will be entitled to seven days' notice when your employment ends, should your services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff.
Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.
A random selection and/or top-down selection may be used at any moment of the process to manage the number of candidates; and/or a volume management strategy may be used at any point during the process, in order to determine the number of candidates to be further considered.
