Duties

The Townsites & Realty Manager position develops, implements, and ensures compliance with long-range plans for the communities of Field and Lake Louise and for Outlying Commercial Accommodations and Hostels; and with applicable federal and provincial legislation, regulations and policies as they apply to townsite and leasehold operations. It develops and maintains partnerships with key stakeholders, including the Field Community Council, the Lake Louise Advisory Board, municipal and provincial governments, and commercial, recreational and visitor groups. As well, it implements and monitors measures to ensure ecological and cultural resource integrity within the townsites and within the field unit on commercial and institutional leaseholds; and manages the realty and development review programs for the field unit.

Relationships with businesses, residents and advisory councils are nurtured.

Your staff of 10 share your conviction that the Townsites and Realty function contributes directly to Parks Canada’s corporate priorities: land use instruments include requirements for the protection of cultural and natural resources and ensure a fair return to the Crown for Parks Canada lands; development, building, sign permits, and business licenses are issued once the requirements of management and community plans have been addressed; lessees understand and welcome their responsibilities to help visitors understand and appreciate these special places; advisory councils provide meaningful advice to Parks Canada on issues of local concern; and townsite facilities are maintained to ensure safe and attractive communities for residents and visitors.

Intent of the process

The results of this process will be used to fill one temporary vacancy, and may be used in the future to fill permanent or temporary vacancies that may arise at the PM 06 group and level, in the same, or other, areas within the Parks Canada Agency, with full or part-time hours for various tenures, such as: Indeterminate, Term, Acting or Assignment-at-level, depending on the status of the selected candidate.

• Graduation with a university degree from a recognized university with acceptable specialization in Business, Urban Planning, Public Administration or a related field, or an acceptable combination of education, training and experience.

ASSET QUALIFICATIONS

ASSET EXPERIENCE
Significant Experience* in
• Conflict resolution between parties with competing interests
• The development and administration of leases, licenses, development permits or other like agreements

* Significant is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately three (3) or more years.

ASSET KNOWLEDGE
• Parks Canada’s vision, mandate and corporate objectives, especially as they relate to townsite and realty operations in national parks
• The development review process
• General realty practices in managing land use development

OPERATIONAL REQUIREMENTS
• Willingness to wear a Parks Canada uniform and prescribed protective equipment if required
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required
• Willingness to travel throughout the Lake Louise, Yoho, and Kootenay Field Unit and in various weather conditions
• Willing and able to work and/or travel in varied terrain, weather conditions, isolated locations and by various means of transportation

Conditions of employment
