Duties

The Talent Management Advisor provides human resources services and strategic advice to managers and employees of the Parliamentary Protective Service and is responsible for ensuring that guidance and services provided are based on sound recruitment practices and drive value-added in the achievement of business objectives.

The Talent Management Advisors have primary responsibility and accountability for recruitment and selection processes. As subject matter experts in these HR fields, they inform the development and continuous improvement of the related HR policies, programs and practices.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Intent of the process

The purpose of this recruitment and selection process is to establish a pool of qualified and/or partially qualified candidates for anticipatory needs which will be used to fill one (1) position on an indeterminate basis and one (1) position on a temporary basis.

The pool may also be used in the future to staff similar positions within the PPS and for other organizations.

EDUCATION:

A university degree from a recognized university in a field related to the position and/or an acceptable combination of training, education and experience.

*The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Degree equivalency

ESSENTIAL EXPERIENCE:

E1: Recent* and significant** experience in providing strategic and complex recruitment advice to management.

E2: Significant** experience in interpreting and applying legislation, policies and directives related to recruitment.

E3: Experience working as a recruitment advisor in a human resources setting.

DEFINITIONS:
*Recent means within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full- time basis over a given period of time.

ASSETS:

AE1: Experience working in a security or law enforcement work environment.

AE2: Experience using and providing support in Oracle or Oracle Cloud.

AE3: Experience in classification.

AE4: Experience using PSRS (Public Service Resourcing System) such as: drafting posters, extracting applications, etc.

AE5: Experience managing multiple recruitment processes simultaneously.

AE6: Experience working in recruitment in the public service.

Conditions of employment

You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status. The process involves a background investigation that includes:

• a loyalty assessment;
• law enforcement verifications;
• credit and financial verifications;
• a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, alcohol and/or drug use;
