This position being staffed reports to the Director, Pacific Region Office, located at 800 Burrard Street, Vancouver B.C.
The incumbent ensures that regulated companies comply with regulatory requirements through field inspections and other compliance activities.
They promote the safety of regulated facilities and activities and reduce risks to workers and the public. Their work involves leading complex compliance verification activities, conducting incident and near-miss reviews, engaging with external stakeholders and Indigenous peoples, analyzing trends collaborating with Indigenous Monitors, and incorporating Indigenous perspectives.
Using sound risk-informed judgment, the incumbent selects appropriate compliance and enforcement tools in complex situations to restore and prevent non-compliance. They provide technical analysis and advice on damage prevention matters to both internal and external stakeholders and Indigenous peoples.
The incumbent works independently and coaches others, typically handling assignments of moderate to high complexity.

Education: Graduation from a recognized university with a degree or an acceptable combination of education, training and/or experience.
Experience:
E1: Significant* experience leading damage prevention program activities including compliance assurance activities (company, industry, and/or regulatory compliance), and program development and assessment and/or data and trend analysis.
E2: Significant* experience working directly in the oil and gas pipeline industry and/ or damage prevention.
E3: Significant* experience leading engagement with third parties such as: Indigenous peoples or organizations, private landowners, and/or related associations (e.g., Cattlemen’s Association), governments (federal departments, provincial ministries, local governments, Indigenous governments), and/or industry relevant to the CER’s mandate. Asset Qualifications
AQ1: Post-secondary education in a field directly related to the position.

AQ3: Experience supervising and evaluating contractors, their safety programs, and related procedures.

1. The CER has a classification system that differs from the greater public service. This NEB 10 position is similar to an EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.
2. Salary: Effective 1 November 2024 (NEB-10), $114,729 to $139,591.
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• annual performance pay which includes elements of individual performance and corporate performance
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.

CER supports a hybrid work model. Hybrid work involves an employee working from their designated worksite or in the communities we serve (e.g., inspections, field deployments, hearings, engagement meetings and conferences), a minimum of two days a week.
