EDUCATION
ETU1. Graduation with a degree from a recognized university in mechanical engineering, civil/structural engineering, electrical engineering or some other engineering specialty relevant to the duties of the position, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

PROFESSIONAL CERTIFICATION
AP1. Be eligible for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position to be staffed.

EXPERIENCES
EX1. Experience in managing multiple construction projects simultaneously at all stages of project delivery.
EX2. Experience in managing all aspects of risk in facility management and construction.
EX3. Experience in managing financial resources related to construction and maintenance programs and in conducting business cases such as option analysis and value for money analysis.
EX4. Experience in providing advice and recommendations to management on complex, multi-stakeholder files.
EX5. Experience in leading multidisciplinary teams and collaborating effectively with colleagues, partners, and stakeholders to achieve common goals.
EX6. Experience in human resources management. Human resources/team management includes, but is not limited to, assigning tasks, managing performance, developing resourcing plans, determining team needs, and approving training.

Proficient in project contract management principles and procedures to effectively manage construction-related contracts in collaboration with stakeholders and contracting authorities throughout the project lifecycle. Expertise includes developing procurement strategies, monitoring work execution to ensure compliance with requirements and contractual terms and resolving disputes and claims with practical solutions.

AEX1. Experience in SAP PS (Project Systems) Module and the Defence Resource Management Information System (DRMIS).
AEX2. Experience working with the Project Approval Directive in the Department of National Defence.
AEX3. Experience of Eco Energy Services Market.
AEX4. Experience in performance indicator monitoring and reporting, risk and infrastructure portfolio trend identification, creation, measurement, and maintenance.
AEX5. Experience in planning and implementation of strategies, programs, performance measures and best practices for the optimization of asset portfolios for a sizable portfolio.
AEX6. Experience in pipelining large, complex data structures.
AEX7. Experience in deploying data visualizations into business intelligence solutions (monitoring and reporting).
AEX8. Experience with an array of real property management software, such as Maximo, VFA, Manager+, Achibus, Data Warehouse, etc., including system selection, planning, implementation and/or maintenance.

ASSET KNOWLEDGE
ACO1. Knowledge of industry best practices and standards in asset management such as ISO 55000 series, ASTM 1557, ASTM 2018, LEED, BOMA, etc.
ACO2. Knowledge of Treasury Board policies in capital project management delivery.

Must be willing to wear and utilize Personal Protective Equipment (PPE).
Hold a valid Class 5 Quebec driver’s licence.
