Intent of the process

Anticipatory.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education:

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, or another specialty relevant to the position to be staffed.

Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

Degree equivalency

Experience:

1. Recent** experience* in delivering or supporting IT infrastructure solutions in a technical capacity.
2. Significant*** experience* in writing technical documentation for IT infrastructure solutions or services such as architecture/design diagram, dataflow diagrams, procedures, use cases, user requirements and detailed build documents.
3. Recent** experience* in configuring, maintaining, troubleshooting or managing desktops, laptops, printers or IT peripherals.
4. Recent** experience* performing analysis and design of IT solutions based on requirements or specifications.
5. Recent** experience* conducting technical research to support the development of documentation related to technical processes, standards or guidelines.

Definition:

“IT infrastructure” refers to the set of hardware, software and networks including, as examples, Local Area Network, Municipal Area Network and Wide Area Network (LAN/MAN/WAN) systems, cloud technologies and services, networking devices, workstations, computers, mobile devices, voice/data systems, servers, IT peripheral equipment, operating system and enterprise software, and IT-related systems.
“Recent** experience” is defined as the experience normally acquired within the last five (5) year.
“Significant*** experience” is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately two (2) years.
“Experience*” must be obtained in a work, academic or lab environment

Education:
• Graduation with a degree from a recognized post-secondary institution in a in a field relevant to the duties of the position.

• ITIL Certification
• CompTIA A+ (220-1102) certification(s)
• CompTIA certification(s) (e.g. Security+ (SY0-701), Network+, Cloud+ (CV0-003))
• CCNA, and/or CCNP Certification
• Certified Associate in Project Management (CAPM) or Project Management Certificate® (PMP)
• Microsoft 365 Certified: Fundamentals

Experience:
• Recent** experience in Microsoft Active Directory and TCP/IP networking in enterprise environment
Definition:
Recent** experience is defined as the experience normally acquired within the last five (5) year.

Knowledge:
• Knowledge of programming/scripting languages (e.g. VBA, JavaScript, C#, C, C++, Python, PowerShell)
• Knowledge of equipment and configurations applicable to LAN/WAN based systems
• Knowledge of IT security

Conditions of employment

• Enhanced reliability status with Secret or Top Secret security clearance (depending on position staffed).
Note: For the above noted security clearances, they normally require Canadian Citizenship or Permanent Resident status and a minimum Canadian residency requirement of 10 years
• Possession of a valid Driver's license.
• Must be willing and able to travel throughout service area (i.e. BC).
• Must be willing and able to work extended hours, unscheduled overnight travel and/or adjust work schedule, with little or no notice, to meet operational requirements.
• Must possess the ability to crawl and work in confined spaces, such as those found within vehicles, aircraft, or ships, for the purpose of installing or maintaining IT equipment.
• Must be capable of lifting heavy or cumbersome items, such as boxes weighing up to 23 kilograms.

Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain an RCMP security clearance may involve, but is not limited to, a security/reliability interview, a field investigation regarding matters of criminal activity, verification of credit/financial status, reference checks, education, employment history, online activities, alcohol and/or drug use, etc., and may require certain residency requirements. Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.

All information obtained throughout the selection process, from time of application to close of process, may be used to evaluate candidates.
