Duties

Fleet Maintenance Facility (FMF) Cape Breton located in Esquimalt, BC, is a full capability, marine industrial facility that provides naval engineering and ship repair services to Canada’s Pacific Naval Fleet, which consists of a range of warships and submarines. A strategic naval asset, FMF Cape Breton is one of the largest industrial facilities in Western Canada and employs approximately 1000 personnel in skilled marine trades, engineering, and plant support. Industrial capabilities include machining, fabricating, electroplating, woodworking, heavy electrical, mechanical fitting, painting, repair of electronic sensors, communications, and weapons systems. A proud member of the Royal Canadian Navy (RCN), FMF Cape Breton is part of the Department of National Defence (DND).

As such, you will be an employee of the Public Service of Canada. FMF Cape Breton is located in the Dockyard at CFB Esquimalt in Victoria and is fully accessible via BC Transit services. The dockyard, with its rich history and beautiful coastal setting, is a very enjoyable place to work.

This position is in the FMF Engineering Department, which provides engineering services and support to the trade services featured in the video as well as other RCN and DND clients. As a Main Propulsion Technical Officer, you will engage with FMF CB Engineering customers, which include shore establishments and organizations, ships and submarines, and various production shops, to provide technical direction, guidance and oversight, as well as troubleshooting assistance. The position also acts as an Engineering representative of various technical and design authorities to support private sector scheduled docking work periods providing on site technical direction and work acceptance at identified risk points.

Intent of the process

The intent of this process is to fill two (2) English essential EG-06 positions on an Indeterminate basis in Esquimalt, British Columbia.

A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence.

ED1. Successful completion of a post-secondary education/training program in Mechanical Engineering Technology.

OR

An acceptable combination of education, training and/or experience in a field related to the position such as Ship's Mechanical Fitter, Machinist or Millwright.

EXPERIENCE
❗Please note that each essential experience will be evaluated both in the initial application and during a subsequent assessment later in the process.

EX1. Experience in the set-to-work of marine mechanical systems.
EX2. Experience conducting inspections of marine mechanical systems or equipment in warships or submarines, which includes Material Certification and control measures for safety.
EX3. Experience in preparing technical documentation, such as inspection reports, repair specifications and technical sketches.

EX4. Experience in the maintenance, repair, troubleshooting and overhaul of marine systems, including but not limited to AT LEAST THREE of the systems below:
• Prime movers,
• Propellers,
• Propeller shafting,
• Gearing systems and bearings, and
• Steering and hydraulic systems as they apply to war ships or submarines.

ASSET EXPERIENCE
AEX1. Experience with the use of MS Office software.
AEX2. Experience in the use of Systems, Applications and Products (SAP) or other Enterprise Resource Management systems.
AEX3. Experience working with hydraulic and pneumatic systems in a marine environment.
AEX4. Experience working with pumps, pumping systems and piping systems, pipe materials, and pipe welding, brazing, soldering, and other joining procedures in a marine environment.
AEX5. Experience with ship maintenance procedures and standards, which may include international standards organizations.
