The Canadian Northern Economic Development Agency (CanNor) has an opening for the executive leadership position of its Northern Projects Management Office (NPMO).

This Director General (EX-02) position is located in Yellowknife, Northwest Territories and includes the following competitive compensation and benefits:

- Salary: $151,155 to $177,809.

- Northern Allowances* (approx. $18,000/year to $26,000/year) + Vacation Travel Assistance once a year (for spouse and eligible dependents). Please note that rates and conditions are subject to change. (See notes)

- This position is also eligible for Executive Performance pay.

- Benefits package includes medical, dental, and a defined benefits pension.

About CanNor:

Established in August 2009, and recently having celebrated its 15th year, the Canadian Northern Economic Development Agency (CanNor) is the only federal agency with an exclusive mandate for the Territories. It is one of the smallest of the Government of Canada’s regional development agency with a staff of approximately 125 employees. Headquartered in Iqaluit, Nunavut, CanNor's vision is to develop a strong, diversified, sustainable and dynamic economy for Northerners and Indigenous people, communities and businesses across Canada's three Territories. It achieves this through its mandate of fostering regional economic development across the North by delivering programs, building partnerships to leverage investments in the North and advocating for the interests of Northerners and Indigenous peoples.

About NPMO:

The Northern Projects Management Office (NPMO) was established to bring a holistic approach to the federal coordination of impact review and regulatory processes for major resource development and infrastructure projects in the North.

About the Role:

As the Director General of NPMO, the successful candidate will lead teams across all three territories, to deliver on its three main functions, which are:

• The coordination of federal participation in the northern impact assessment and regulatory review processes;

• Supporting federal departments consultation with Indigenous peoples as part of impact review processes, assisting the Government of Canada in fulfilling Crown consultation obligations; and,

• Convening, pathfinding and issues management to help ensure that impact assessment and regulatory review processes are effective and timely.

Intent of the process

The intent of this process is to fill one (1) permanent position in Yellowknife, Northwest Territories.

Important note regarding position location: Whitehorse, Yukon and Iqaluit, Nunavut have been included as locations on the job poster so the individuals with active job alerts are notified of this opportunity however, the position is located in Yellowknife, Northwest Territories. As this position is the most senior executive position in CanNor’s Yellowknife office, it is important for the position to be staffed in this location. Relocation assistance would be available for the fully qualified and selected candidate.

EDUCATION

Graduation with a degree from a recognized post-secondary institution OR an acceptable* combination of education, training and experience may be considered.

*Acceptable combination refers to completion of secondary school with post-secondary studies/courses in a relevant field and progressive experience in a leadership role.

Degree equivalency

EXPERIENCE

E1. Recent* and significant* experience in leading, developing and implementing complex projects, programs or initiatives in Northern Canada.

E2. Significant*experience in providing advice and recommendations to senior management* on sensitive and complex files.

E3. Significant* experience in building and maintaining collaborative partnerships, and in negotiating agreements, with other government departments/agencies and private sector organizations or non-governmental organizations.

E4. Experience in managing financial and human resources for a minimum of two (2) consecutive years.

*Definitions:
-Recent is defined as experience acquired within the last five (5) years.
-Significant is defined as experience normally acquired through work performed on a continuous basis for a minimum period of two 2 years.
-Senior management is defined as officials whose position are equivalent to, or higher than, Assistant Deputy Minister, Vice-President, Board Chair, Executive Director or Chief Operating Officer.

ASSET QUALIFICATIONS

EXPERIENCE

AE1: Experience in working directly with Inuit, First Nations or Métis organizations.

AE2: Experience in working in a northern, cross-cultural environment.

AE3: Experience providing advice directly to a Minister’s office, Deputy Minister’s Office or central agencies on sensitive or horizontal issues or activities.

AE4: Experience working on major resource projects (i.e., oil, gas, pipeline, mining, infrastructure, etc.) or participating on consultations related to major projects or participating on impact assessments or reviews.

AE5: Extensive* experience working in the North, preferably Northwest Territories, Yukon, Nunavut or Inuit Nunangat.

*Extensive is defined as the breadth and depth of experience acquired working from a northern location or with northern governments or partners, over a minimum of three (3) years.

KNOWLEDGE

AK1: Knowledge of Government of Canada priorities and their relationship to CanNor.
AK2: Knowledge of project management processes and best practices.

ABILITIES
