The Senior Contracting Officer is responsible for carrying out duties related to all aspects of the procurement process in the acquisition of specialized goods and services, in compliance with all relevant PPS policies and procedures, while providing guidance, advice and support to PPS Client Areas to ensure that the process is effective, expeditious and ethical, and provides the best possible value for PPS.
The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

EDUCATION:
Successful completion of a post-secondary program related to the position OR an acceptable combination of education, experience, and training.
*The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
EXPERIENCE:
EX1- Significant* experience in leading procurement processes.
EX2- Significant* experience reviewing Statements of Work (SOW) and evaluation criteria and providing guidance advice to internal clients on content and structure of these documents.
EX3- Significant* experience in preparing Requests for Proposals (RFP) and resulting contracts/agreements for the procurement of goods or services.
EX4- Significant* experience in facilitating RFP evaluation processes, ensuring that submissions are evaluated and scored in accordance with the established evaluation criteria.
DEFINITION:
*Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a period of time (usually more than 2 years).
ASSETS
EDUCATION:
AED1- Designation in supply chain management.
AED2- University or college diploma in a field related to the position.

EXPERIENCE:
AEX1- Experience working with a procurement/financial system (e.g. Oracle, SAP).
AEX2- Experience in using an integrated financial and material management system.
