Intent of the process

The intent of this selection process is to staff multiple positions in the following streams:
Stream 1: Emergency Management (EM) (planning and exercises)
Stream 2: Business Continuity Management (BCM)
Stream 3: Building Emergency Operations (BEO)

Additionally, a pool of (fully or partially qualified) candidates may be established through this process to staff identical or similar positions at the AS-04 group and level within Natural Resources Canada with various tenures (determinate period or permanent), various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements, various conditions of employment and for various locations.

EXPERIENCE
►ALL STREAMS:
EX01: Recent* experience assisting in developing or implementing policies and/or procedures in a security or emergency management operational environment, in relations to one of the above-noted streams.
EX02: Recent* experience in provision of advice based on the interpretation of Government of Canada policies, standards, procedures, and guidelines related to the operational security, business continuity, or emergency management respective to the stream applied to.
EX03: Experience participating in working groups, collaborating and maintaining relationships with internal and external stakeholders.
EX04: Experience in preparing briefings, reports or presentations to management.
EX05: Experience working with several stakeholders at same time.

*Recent means within the last five (5) years.

EDUCATION:
► Stream 1 (Emergency Management (planning and exercises))
Graduation with a degree from a recognized post-secondary institution
►Stream 2: (Business Continuity Management) & Stream 3: (Building Emergency Operations)
A secondary school diploma or an acceptable combination of education, training and/or experience within the field of security or emergency operations.

Degree equivalency

►Stream 1: Emergency Management
ST1EX01 Experience working in an emergency management environment and dealing with authorities (i.e., an operations centre or in a similar challenging environment related to emergency management).
►Stream 2: Business Continuity
ST2EX01 Experience working on a business continuity program or delivering business continuity responsibilities.
►Stream 3: Building Emergency Operations
ST3EX01 Experience working on a site or departmental emergency and evacuation plan, team or program and its delivery (e.g. evacuation drills).

*Recent means within the last five (5) years.

KNOWLEDGE
►All Streams:
Knowledge of NRCan’s mandate with respect to the Safety and Security of Canada and Canadians
►Stream 1: Emergency Management
ST1KN01 - Knowledge of the Emergency Management Act.
ST1KN02 - Knowledge of emergency management in Canada and associated responsibilities of various levels of government.
►Stream 2: Business Continuity
ST2KN01 – Knowledge of the Treasury Board of Canada Secretariat Policy on Government Security (PGS) and its related Directives and Standards.
ST2KN02 - Knowledge of business continuity management and its related Directives and Standards.
►Stream 3: Building Emergency Operations
ST3KN01 - Knowledge of the Treasury Board of Canada Secretariat Policy on Government Security (PGS) and its related Directives and Standards.

AEX04 - Experience in providing training and awareness with respect to the above noted streams.
AEX05 - Experience in developing, planning, and evaluating interdepartmental exercises.
AEX06 - Experience in developing After Action Reports or Lessons Learned Processes.

Candidates with foreign education credentials are required to provide proof of Canadian equivalency.

Foreign certificates and/or diplomas must be assessed against Canadian education standards. The federal public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, determined by a recognized credential assessment service.
