Candidates appointed to positions will be expected to report to the Canadian Coast Guard work site for the position they are appointed to as per Treasury Board of Canada Secretariate (TBS) direction, the departmental hybrid work arrangements, and operational requirements.

Duties

Integrated Technical Services (ITS) manages the acquisition and life cycle management of the CCG materiel assets. The ITS Directorate is comprised of 5 branches: Marine Engineering, Electronics and Informatics, Maritime and Civil Infrastructure, Vessel Modification Projects, and Technical Management.

As a senior technical member of this organization, you will be expected to apply your experience and expertise in activities such as the management, planning, development, implementation, oversight and reporting for assessments, projects, programs, contracts and services to support of effective and efficient life-cycle management of CCG assets to optimize their respective technical efficiency and cost-effectiveness.

The Marine Engineering (ME) team provides national strategic and functional management, engineering and leadership in the delivery of life cycle asset management. ME has 6 units that enhance CCG's ability to plan, manage, execute and report vessel maintenance as well as providing and interfacing technical expertise across the country to the CCG marine engineering community.

The Electronics and Informatics (E&I) branch is responsible for the life-cycle management of all CCG specific land electronics assets, ship electronic assets as well as Information Technology (IT) assets. These CCG assets include highly diverse and complex range of electronic equipment, software applications, informatics and telecommunications systems. The E&I branch is also accountable for the effective and efficient support and maintenance of CCG E&I assets in the various regions, in support of CCG internal and external clients.

The Maritime and Civil Infrastructure (MCI) team is responsible for providing national technical support in planning and directing the development and implementation of comprehensive life cycle management,for CCG shore based assets including the equipment and/or systems on civil infrastructure associated with CCG shore-based facilities (towers, fences, buildings, electrical generating systems, heavy equipment, etc.), fixed and floating Aids to Navigation (range lights and markers, lanterns, buoys and moorings, etc.) and Environmental Response (skimmers, booms, vacuums, etc.) programs. MCI also coordinates CCG Real Property (RP) requirements and projects with Department of Fisheries and Oceans(DFO) RP.

The Technical Management sector manages the national-level CCG integrated logistics support (ILS) policy and doctrine, as well as technical business functions, to ensure a common, consistent, and effective approach to materiel asset management is applied throughout the CCG . We are seeking individuals to develop and maintain CCG’s national ILS policies, standards, specifications, procedures, and guidelines. Additionally, the role involves providing enabling tools and expert advice to stakeholders nationwide. This ensures a common, disciplined, and cost-effective approach to all CCG technical services within a life cycle management framework

Intent of the process

The initial intent of the hiring process is to staff various GT-07 positions within national Marine Engineering, Electronics and Informatics, Maritime and Civil Infrastructure, and Technical Management teams under Integrated Technical Services (ITS) with the Canadian Coast Guard. This process may also be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances within the Department of Fisheries and Ocean and the Canadian Coast Guard and across the federal public service.

Positions are primarily based in the National Capital Region but there may be others located at CCG locations across the country.

EXPERIENCE:
• EX1: Significant* experience in performing a minimum of one or a combination of the following technical activities:
o EX1a: Experience in performing asset lifecycle management tasks, including planning, acquisition, maintenance, and disposal of assets.
OR/AND
o EX1b: Experience in defining, developing, or implementing asset class management activities (such as condition assessment surveys, asset ratings, trends analysis, investment tracking, investment recommendations or developing business cases.
OR/AND
o EX1c: Experience in defining, developing, or implementing integrated logistics support (such as maintenance management, supply chain management, technical data management, or configuration management).
OR/AND
o EX1d: Experience in managing projects for the maintenance or acquisition of assets such as equipment or infrastructure. This should include experience in the following activities: preparing, tracking and maintaining project scope, schedule and cost; developing statements of work; overseeing procurement processes; tracking work plans; risk management; change management; statement of work development; procurement processes; and developing and maintaining project documentation and records.

EX2: Experience in providing advice and recommendations to management

EX3: Experience as a member of the multidisciplinary team leading discussions and activities generating collaborative solutions to common goals and objectives.

EX4: Experience managing multi-year budgets including forecasting and tracking of expenditures and commitments

* Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a cumulative period at least 5 years.

ASSET OCCUPATIONAL CERTIFICATION:
AOC1: Certificate in Marine engineering.

ASSET EXPERIENCE:
AEX1: Experience working in an operational program role.

AEX2: Experience managing equipment acquisition, vessel maintenance, civil infrastructure, or electronic projects through definition, implementation and close-out phases.

AEX3: Experience in managing a class of assets by asset tracking, condition assessments, trends analysis and briefings

AEX4: Experience using Maximo or other asset maintenance management tools

AEX5: Experience managing Human Resources**.

**Human Resources Management is defined as supervision of staff including assigning work, managing and assessing performance, developing and implemented training and staffing plans

ASSET KNOWLEDGE:
AK1: Knowledge of the Financial Administration Act (FAA) and the principles of contracting in accordance with the Government Contracting Regulations.

AK2: Knowledge of government procurement practices and processes
