Duties

The Clinical and Client Care Travel Nurse Team (CCC-TNT) provides additional nursing support to remote and isolated Indigenous communities across Canada. Community Health Nurses deliver comprehensive nursing services that include in-depth nursing knowledge, skills, clinical expertise and advanced judgment through consultation, clinical practice, leadership, and facilitate knowledge transfer through health promotion and disease prevention. This position requires the incumbent to travel to remote and isolated communities for 50% of the work. 50% of the work is performed remotely and the incumbent can telework from anywhere in Canada. Intent of the process

The intent of this process is to staff ten (10) positions on an indeterminate basis.

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Indigenous Services Canada (ISC) with various linguistic profiles and/or requirements as well as tenures (acting, assignment/secondment, deployment, term and/or indeterminate) and/or security clearance (reliability or secret), which may vary according to the position being staffed.

OCCUPATIONAL CERTIFICATION
Eligibility for registration as a registered nurse in a province or territory of Canada.

EXPERIENCE
Recent* and Significant** experience as a Registered Nurse (RN) in two or more of the following areas:
• Acute Care
• Intensive Care
• Primary Care Clinic***
• Urgent Care
• Emergency Care

*Recent is defined as within the last five (5) years.

**Significant is defined as a period of two (2) years of full time work or four (4) years of part time work with the candidate performing complex activities related to this task in a wide variety of healthcare situations.

***Primary Care Clinic = Clinic setting where a variety of professionals are accountable for addressing a large majority of personal health care needs.

• Experience using computer software or tools* to deliver presentations, to facilitate group meetings, OR to produce written documents such as correspondence, emails, reports.

*Software or tools may include but are not limited to: Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams), Learning Management Systems or other appropriate software or tools.

ASSET QUALIFICATIONS
• Graduation with a degree in nursing from a recognized post-secondary institution*

*A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

• Experience providing Community Health or Primary Healthcare nursing services in one or more of the following areas:
• Chronic Disease Management (including Mental Health or Addictions)
• Pediatrics
• Prenatal/postnatal care
• Public Health and Home and Community Care

• Experience providing nursing services in remote/ isolated communities.

• Experience in working on a travel team or surge team, or in a surge team environment.

ORGANIZATIONAL NEEDS

Conditions of employment

• Reliability Status Security Clearance
• Current valid registration as a Registered Nurse and a member in good standing in at least one of the following provinces: Ontario, Manitoba, Alberta, Saskatchewan, and Quebec, and willingness to seek registration in any of the remaining provinces mentioned.
• MEDICAL CLEARANCE
i) PRE-PLACEMENT: Category 1 health evaluation*
ii) PERIODIC: Category 3 health evaluation according to the schedule outlined in Section I of the Occupational Health Evaluation Standard for “First Nations and Inuit Health Branch Nurses Assigned to Isolated Posts in Northern First Nations Communities”

*This position requires a successful pre-placement Category-3 health evaluation. Exceptionally, due to the urgent need to maintain staffing levels in nursing stations, a temporary pre-placement Category 1 Personal Health Declaration evaluation has been put in place. These temporary measures may be lifted at any time and employees may be required to pass a Category 3 health evaluation at that time. Employees will be asked to complete a Category 3 Health Evaluation within twelve (12) months of hire to ensure their compliance with the Occupational Health Evaluation Standard.

You must meet the criteria for a successful health evaluation as this is a fundamental condition of employment. If at any time you are unable to meet this condition of employment, your appointment will be revoked and your employment terminated as of the date of revocation.

iii) For persons proposed for relocation to an isolated post/remote location and who have dependents: a valid Category 1 medical clearance for their dependent(s) in accordance with section 4.2 of the Isolated Post and Government Housing Directive and the Occupational Health Evaluation Guide Schedule for “Isolated and Remote, including dependents.”

iv) For persons proposed for relocation to an isolated post/remote location and who have dependents: consent to their dependent(s) to undertake a Category 1 periodic health evaluation in accordance with the Occupational Health Evaluation Guide Schedule for “Isolated and Remote, including dependents.”

• Willingness and ability to travel;
• Willingness and ability to travel to remote communities across Canada for a minimum of at least 50% of the work. Due to operational requirements, time spent in remote communities across Canada may be increased.
• Willingness and ability to remain on travel status for extended periods of time;
• Possession of a valid driver's license or personal mobility to a degree normally associated with the possession of a driver's license;
• Willingness and ability to complete mandatory education/training relevant to the position including Cardiopulmonary Resuscitation (CPR) certificate, Healthcare Provider Level C, renewed annually; Advanced Cardiovascular Life Support (ACLS); Pediatric Advanced Life Support (PALS); International Trauma Life Support (ITLS); Controlled Substances/Immunization Certification; Canadian Triage and Acuity Scale (CTAS).
• Willingness and ability to work overtime on short notice;
• Willingness and ability to provide relief to remote and isolated communities in urgent situations;
• Willingness and ability to travel in small aircraft, in off road vehicles and by boat in varied weather conditions to communities in remote and isolated areas;
• Willingness and ability to work in a rigorous, diverse and often demanding work environment;
• Willingness to be assigned to a variety of communities as operationally required and on short notice;
• Willingness and ability to perform on call duties, work after hours, and on weekends as required;
• Willingness and ability to complete mandatory education/training relevant to the position.
