KEY ROLE RESPONSIBILITIES

1. Provides Labour Relations advice and guidance with respect to specific project/work and programs, including the gathering of information, the review and/or action of functional plans and project/work deliverables, and the follow up to ensure client satisfaction.

2. Achieves Labour Relations project/work/program objectives by accessing information, presenting work samples and obtaining consensus in the design and delivery of work objectives. Reviews, analyzes and interprets project/work requirements and develops appropriate mechanisms and approaches to provide clients with service deliverables. Represents the business lines` responsibilities and provides updates to the appropriate staff on ongoing work assignments.

3. Designs, develops, obtains approvals and support for all program elements and project/work deliverables. Seeks advice and direction from experts, clients, and stakeholders and ensures work is completed and delivered within the expected timelines.

4. Provides Labour Relations expertise and guidance to various levels of management and stakeholders, during the planning and implementation of project/work/program initiatives. The incumbent represents the business line at briefings and meetings to provide advice and recommendations. He/she provides information and/or direction to other teams when work deliverables cross organizational and operational boundaries, collaborating with appropriate stakeholders.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

EDUCATION:

A university degree from a recognized institution in industrial relations, human resources, public or business administration, law, political science or in another related field or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCES:

E1: Significant* experience in providing strategic advice and making recommendations to senior management on complex and sensitive employee relations issues;

E2: Significant* experience in the interpretation and application of legislation, policies and collective agreements related to labour relations concepts;

E3: Significant* experience in drafting correspondence, briefing notes, case summaries and/or responses to grievances;

E4: Significant* experience representing management at all levels of the grievance process, including preparing files, making recommendations, participating in hearings, and negotiating grievance procedures with the unions;

E5:Significant* experience in dealing and negotiating with union representatives, bargaining agents, internal stakeholders and partners.

DEFINITION:
*Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a given period of time.

ASSET EDUCATION:

A recognized human resources management or industrial relations professional designation.

ASSET EXPERIENCES:

AE1: Experience developing and delivering training and information sessions on matters related to labour relations;

AE2:Experience providing labour relation advice/case management on disability management files.

AE3: Experience in supervising and managing employees.

Conditions of employment

You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status. The process involves a background investigation that includes:
• a loyalty assessment;
