Duties

As an IS-06 you will be responsible for (but not limited to):

• Leading, planning, developing and managing communications and marketing strategies, policies and programs for the RCMP by supporting the Director of Communication and/or leading a minimum of two (2) communications teams.
• Providing complex, objective and non-partisan advice to executives, including a Commanding Officer or equivalent (EX-02 and higher).
• Representing the organization to other government organizations, other levels of government, industries and stakeholders on high profile, strategic, government-wide communications issues and ensure communications are aligned with organizational priorities, guidelines, the Government of Canada Policy on Communications and Federal Identity, and the Directive on the Management of Communications.
• Participating in the budgetary decision-making process and as a member of the management team, discussing annual budget allotments and providing input on how to manage financial resource shifts to meet overall operational goals.

A degree* from a recognized post-secondary institution or an acceptable combination of education, training and/or experience**.

*Degree:
Unless otherwise specified (e.g., master's degree), the term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.

** Acceptable combination of education, training and/or experience:
• A high school diploma with at least 5 years of work experience in communications or;
• A college diploma in the field of communications with at least 3 years of work experience in communications.

Degree equivalency

• Experience managing complex and strategic* communications issues.
• Experience providing communications advice directly to a Commanding Officer or senior executive** and external partners.
• Experience managing human resources***.
• Experience contributing to financial resource planning****.

*"Complex and strategic" refers to files, projects, initiatives or crises that possess at least five (5) of the following attributes in depth:
• Multidimensional: Involving multiple aspects or dimensions.
• Sensitive: Requiring careful handling due to its delicate nature.
• Confidential: Involving information that must be kept private and secure.
• Affecting many stakeholders: Impacting a wide range of individuals or groups.
• Precedent-setting: Establishing a new standard or example.
• Having a major impact on the department or agency: Significantly influencing the operations or outcomes of the organization.
• Having the potential for significant media coverage: Likely to attract considerable attention from the media (regional, provincial or national).

** Senior executive is defined as EX-02/Chief Superintendent and higher.

***Regarding experience in managing human resources: applicants must clearly demonstrate that they have supervised staff, assigned work, oversaw workload and completed performance assessments for employees.

**** Regarding contributing to financial resource planning: candidates must clearly demonstrate that they have managed a budget by having financial delegation authority (sec. 32 and 34) or demonstrate they have participated in the budgetary decision-making process with executives (EX-01/Superintendent level and higher) by providing input in budget planning.

• Military operations in Canada or abroad

• Etc.

The successful candidate will be required to provide original documentation of proof of Canadian Citizenship or permanent resident status prior to appointment. The following documents will be accepted as proof: Provincial or territorial birth certificate; Naturalization certificates (issued prior to Jan. 1, 1947); Registration of Birth Abroad certificates (issued between Jan. 1, 1947 and Feb. 14, 1977); Certificates of Retention; Citizenship certificates; Permanent resident card.

Successful applicant is required to work in Regina, Saskatchewan. Telework or alternate work locations will not be an option.

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
