Providing advice and guidance to senior management on communications options and alternatives in the field of public safety.

Developing multi-disciplinary strategic communications and business plans.

Managing strategic issues, initiatives, and issues management on behalf of the B Division RCMP.

Managing and leading a team of communications specialists.

Developing partnerships and soliciting cooperation with external stakeholders.

Intent of the process

Currently we have one indeterminate vacancy at the IS-05 group and level.

A qualified pool of candidates may be established to staff this and other similar positions at the IS-05 group and level for term, indeterminate or acting at full or part-time hours or lower level positions inclusive of Public Service (PS) employees and Civilian Members (CM)

Should a CM be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

Education:
A degree from a recognized post-secondary institution.

Notes:
1. Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.
2. At the manager's discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.

Degree equivalency

Experience:
► Experience in providing complex and strategic* communications advice to senior management** (or higher).

*Complex and strategic communication refers to products or projects that possess at least four (4) of the following attributes:

• Multidimensional: Involving multiple aspects or dimensions.
• Sensitive: Requiring careful handling due to its delicate nature.
• Confidential: Involving information that must be kept private and secure.
• Affecting many stakeholders: Impacting a wide range of individuals or groups.
• Precedent-setting: Establishing a new standard or example.
• Having a major impact on the department or agency: Significantly influencing the operations or outcomes of an organization.
• Having the potential for significant media coverage: Likely to attract considerable attention from the media (regional, provincial or national).
* **Senior management is defined as a manager who supervises staff, assigns tasks, oversees workload and completes performance assessments for employees for a team of two employees or more. For candidates applying from within the Government of Canada, we consider senior management to be persons occupying level IS-05 and IS-06 positions. For RCMP police officers/regular members, this is the equivalent of one or two levels under the rank of Superintendent.

► Experience developing a wide variety of communication products***.

• Arrest of criminal leader

• Major fraud
• Military operations in Canada or abroad
• Massive evacuation
• Etc.

►The ability to speak French.

Conditions of employment

Conditions of Employment:

► Must work overtime on short notice from time to time.
► Must be on call during evenings, weekends and on public holidays from time to time.
► Must carry and monitor a mobile communications device outside of work hours when required.
► SECURITY: RCMP Top Secret Security

Operational Requirements

►Willingness to travel for work which may involve overnight stays throughout the service area. This may include various modes of transportation including owned or leased government transport, commercial and light aircraft and up to, and including, remote locations.
►Willing and able to work in a busy police environment, including exposure to unsettling and/or graphic material.
