Duties

• Participates in collection and operational project working teams to assist with the determination of client specifications, functionality, data input/output requirements, deliverables, etc…
• Assists with the feasibility, determination and assessment of administrative data sets to meet user requests, maintains and updates processing documentation, manipulates and processes data sets using various tools such as SAS to generate outputs
• Creates test data, sets up testing processes, identifies and corrects errors and problems, documents the inputs, validates outputs and presents the results for review.
• Assist clients / stakeholders by providing advice and support on the functionality, feasibility and/or design elements associated with various collection tools (electronic questionnaires, fillable PDF’s, customized reporting tools and electronic file transfers (EFT)).
• Performs routine data quality / assurance processes and procedures to ensure data integrity and validation throughout operational processes
• Reviews data sets / specifications to assess skip patterns, logic, workflow, inconsistencies and admissibility of data during processing and/or development
• Provides assistance and advice to users on methods, procedures, processes and/or requirements associated with the provision of operational services
• Assists operational activities through data extraction, manipulation, visualization or pre-processing of large data sets, provides and presents data to end user

Statistics Canada's approach is consistent with the direction of the Office of the Chief Human Resources Officer to implement a hybrid work model common to the entire federal public service concerning the prescribed presence in the workplace. Based on the Direction and in order to ensure efficiency, effectiveness, operational requirements and/or for reasons of collaboration, building team spirit, innovation and creating a culture of belonging, the appointee will be required to work onsite for a minimum of 60% of their regular work schedule. Prior to being appointed, the hiring manager will discuss with the successful candidate(s) the options and/or specifics as it pertains to the work arrangement.

Intent of the process

The intent is to staff bilingual imperative positions at the EC-02 group and level within the Census, Regional Services and Operations Field of Statistics Canada.

However, a pool of qualified candidates may be established and used to staff similar positions with various linguistic profiles (BBB or CBC) across Statistics Canada with various tenures, various security requirements and various linguistic requirements upon approval from the Census, Regional Services and Operations Field.

Some appointments of successful candidates will be made under the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO) and Regulations. Persons appointed under the EAO as a result of this process will be subject to the provisions of the Public Service Employment Act with some exceptions:
• You will not be eligible for internal appointment processes or deployments, except for acting appointments and deployments made to positions excluded by the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO).
• You will not be eligible for indeterminate status as a result of your employment in the Census program; time spent as an excluded employee will not count towards the three-year term to indeterminate conversion.
• You will be entitled to seven days' notice if you are rejected on probation.
• You will be entitled to seven days' notice when your employment ends, should your services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff

Successful completion of two years of a post-secondary program with acceptable specialization in social sciences, statistics, library/archival work, a law-related field, or computer sciences.

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. 

Degree equivalency

ESSENTIAL - EXPERIENCE 
Experience in at least two (2) of the following five (5) essential experiences. 
1. Recent (*) and significant** experience developing, using or maintaining data manipulation software such as, but not limited to, R, Python, SPSS, SQL. 
2. Recent (*) and significant** experience in any of the following domains: data collection, data processing, data integration, process automation.
3. Recent (*) and significant** experience in customer/client interactions to identify needs, discuss requirements and propose solutions. (e.g. subject matter and systems specialists, clients, service providers).
4. Recent (*) and significant** experience in any of the following activities supporting the development of tools and/or processes: determination of user requirements, development of specifications, developing workflows, the creation of test/use cases, and/or participation in end-to-end testing activities.
5. Recent (*) and significant** experience with unstructured data (interpreting, analyzing, manipulating, e.g., systematically extracting information from text or graphics to create a dataset).

*Recent experience would normally be defined as experience gained within the last five (5) years.
**Significant experience would normally be defined as full time duties for a minimum period of approximately 12 months.
***Experiences can be demonstrated through professional or academic activity.
