Duties

The NSIRA Secretariat’s Technology Division is a group of experts that enhance the review landscape to incorporate an appropriate focus on the use and implementation of technology by security and intelligence agencies in Canada. This includes reviewing applications of cutting-edge technologies and IT systems, conducting technical investigations, producing reports explaining and interpreting the most sophisticated of technical subjects and assessing the risk of a reviewed entities’ IT compliance with applicable laws and policy.

Key responsibilities include:

• Lead and support reviews as an IT reviewer, which may include investigations, risk analysis and technical reporting,
• Support expert and legal reviewers with insight and contextual interpretation of IT,
• Acquire information about government-wide IT systems and contribute to institutional knowledge-building,
• Develop and deliver technical presentations in accessible language,
• Leverage external expertise in the understanding and assessment of IT risks, and
• Research technology areas to better position NSIRA, and its Secretariat, with the understanding and applicability of these technologies in the national security and intelligence sector.

Work environment

Established in July 2019, the National Security and Intelligence Review Agency (NSIRA) is an independent and external review body that reports to Parliament. NSIRA has a statutory mandate to review the activities of the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE), as well as the national security or intelligence activities of all other federal departments and agencies. This includes, but is not limited to, the national security or intelligence activities of the Royal Canadian Mounted Police (RCMP), the Canada Border Services Agency (CBSA), the Department of National Defence (DND), Global Affairs Canada (GAC), and the Department of Justice (DoJ).

To fulfill its review mandate, NSIRA has unfettered access to classified information. This includes all information held by, or under the control of, departments and agencies, including information subject to a legal privilege. NSIRA independently determines which information is relevant to the conduct of its reviews. The sole exception to NSIRA’s right of access is information considered to be a Cabinet confidence.

In carrying out reviews, NSIRA may make any findings and recommendations it considers appropriate. In accordance with the NSIRA Act, however, it will pay particular attention to whether Government activities are lawful and comply with Ministerial Direction, and to whether the activities are reasonable and necessary.

Intent of the process

The intent of this process is to staff one (1) IT-04 Senior Advisor position on indeterminate basis in Ottawa, Ontario.

This process may be used to staff identical or similar positions at NSIRA Secretariat with various tenures and linguistic requirements.

NSIRA Secretariat is committed to making appointments because of merit, however, as a separate employer it does not conduct selection processes under the Public Service Employment Act.

EXPERIENCES

EX1: Significant experience* in leading research and development projects that includes strategic analysis of complex** IT issues;
EX2: Significant experience* in formulating and providing information, advice, and recommendations to executive management on complex** issues related to the state of current or emerging IT knowledge.

*Significant experience will be assessed based on the extent, the complexity and diversity of the work accomplished by the candidate across a range of projects.

**Complex issues must include at least two (2) of the following characteristics: multi-dimensional, classified, multi-stakeholder, setting a precedent or organizationally impactful. Applicants must clearly demonstrate the complexity of the issues.

ASSET-EDUCATION

ASSET-EXPERIENCES

AEXP1: Experience in analyzing, evaluating, or assessing IT solutions against legal compliance;
AEXP2: Experience working in the national security or intelligence community.

Conditions of employment
