Duties

The Data Services and Analysis Directorate of the Public Service Commission (PSC) is launching a process at the EC-06 level. We develop innovative data products like interactive web visualizations, research papers, surveys and analytical reports that enable evidence-based decision-making about the public service staffing system.

In this EC-06 position, you would serve as Principal Analyst on the Data Services and Analysis Directorate’s data reporting team. You would play a lead role in transforming the team’s business intelligence (BI) capabilities by building an innovative suite of reporting products.

Your work would include:
• Building reports and interactive dashboards to describe and monitor business-critical insights about the public service staffing system.
• Using data from HR, pay, and recruitment systems to guide the PSC’s strategic decisions and support its staffing oversight mandate.
• Defining and measuring key metrics, promoting new analytical techniques, and discovering and telling data-driven stories.

Work environment

The Public Service Commission (PSC) is a small organization with a large mandate: safeguarding a merit-based, non-partisan public service that serves all Canadians. The staffing support division provides departments and agencies with customized advice, guidance and outreach activities aimed at achieving an agile, inclusive and effective staffing system. It supports departments and agencies in experimenting and innovating with their staffing approaches to meet ongoing and emerging business needs and achieve diversity, equity and inclusion objectives; monitors emerging organizational trends relating to policy, oversight, inclusive hiring practices and general staffing needs.

The organization has implemented its Hybrid Work Model in accordance with the employer’s direction. As of September 9, 2024, this requirement will increase to three days a week in the office.

Intent of the process

The intent of the process is to staff 1 (one) bilingual imperative CBC/CBC, EC-06 position, on an indeterminate basis within the Oversight and Investigations Sector - Data Services and Analysis Directorate in Gatineau.

A pool of qualified candidates may be established and may be used to staff identical or similar positions with various tenures within the Public Service Commission (PSC). The pool may also be used by other federal organizations subject to PSC’s agreement. EDUCATION:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
Candidates must always have a degree*. The courses for the specialization must be acceptable** and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. At the manager’s discretion, an acceptable** combination of education, training and (or) experience that is comparable to the minimum education stated above, may serve as an alternative.

**Acceptable

Degree equivalency

EXPERIENCE:
EX1: Significant* experience querying, cleaning, and analyzing complex** data with at least one of the following languages: Python, R, SAS, SQL, or similar.

EX2: Experience developing, deploying, scaling, and maintaining business intelligence or data reporting products that contain visuals.

EX3: Experience interpreting data and summarizing findings to senior management***.

* “Significant” means experience of a depth and breadth that would typically be acquired during a period of minimum three (3) years.
** Complex includes items that could refer to: having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, having potential risks to the organization, etc.
*** “Senior management” means at the director/executive level or above.
