PM-05
Supervises the work of a team, including motivating and training of staff in the coordination of program delivery. Establishing and sustaining effective working relationships/strategic partnerships with officials from: First Nations, other government departments and agencies and department staff, including any related conflict resolution. Analyzes, reviews and advises on program strategies, innovative program delivery, legislation, policies, opportunities, plans, proposals and other initiatives in order to recommend next steps to senior management and/or various stakeholders. Planning and advising on expenditures, including negotiating and coordinating financial agreements for the delivery of programs and services, including the transfer of these to the First Nations and their institutions. Assists in the development and assessment of resource allocation; development of program evaluation frameworks; and, provide advisory services and coordinate the evaluation of program effectiveness to First Nations. Leads and/or participates in regional, cross-directorate community teams and other corporate initiatives in order to research, develop options, prepare policy positions, and recommend next steps for pressing or emerging multi-faceted community-based issues and opportunities. Works with a range of software applications to support the management of the team.
PM-06
Provides direction and leadership to members of a program unit. This includes training and motivating staff, monitoring performance including developing human resources strategies; preparing and justifying operational and human resource plans. Planning, allocating and controlling expenditures, including negotiating and coordinating financial agreements for the delivery of programs and services, including the transfer of these to the First Nations and their institutions. Evaluating and approving proposals for community-controlled service delivery initiatives for a range of programs and services. Establishing and sustaining effective working relationships with officials from: First Nations, other government departments and agencies and department staff including any related conflict resolution. Leads the development of program or project implementation strategies including the interpretation and application of program legislation and policy. Provides strategic advice and recommendations to senior management on a range of initiatives. Works with a range of software applications to support the management of the team. Directs the development and assessment of resource allocation; the development of program evaluation frameworks; and, provide advisory services and coordinate the evaluation of program effectiveness to First Nations.

EDUCATION:
A Master’s degree from a post secondary institution in any field relevant to the work to be performed.
EXPERIENCE:
Experience analyzing financial information related to forecast and/or budgets and participating in the review of financial statements and program evaluations.
Experience in analyzing complex issues* and making recommendations.
* "Complex issues" are defined as involving three (3) of the following criteria:
- Sensitive or high profile;
- Multiple stakeholders or jurisdictions;
- Competing objectives or priorities;
