Duties

PM-05
Supervises the work of a team, including motivating and training of staff in the coordination of program delivery. Establishing and sustaining effective working relationships/strategic partnerships with officials from: First Nations, other government departments and agencies and department staff, including any related conflict resolution. Analyzes, reviews and advises on program strategies, innovative program delivery, legislation, policies, opportunities, plans, proposals and other initiatives in order to recommend next steps to senior management and/or various stakeholders. Planning and advising on expenditures, including negotiating and coordinating financial agreements for the delivery of programs and services, including the transfer of these to the First Nations and their institutions. Assists in the development and assessment of resource allocation; development of program evaluation frameworks; and, provide advisory services and coordinate the evaluation of program effectiveness to First Nations. Leads and/or participates in regional, cross-directorate community teams and other corporate initiatives in order to research, develop options, prepare policy positions, and recommend next steps for pressing or emerging multi-faceted community-based issues and opportunities. Works with a range of software applications to support the management of the team.

PM-06
Provides direction and leadership to members of a program unit. This includes training and motivating staff, monitoring performance including developing human resources strategies; preparing and justifying operational and human resource plans. Planning, allocating and controlling expenditures, including negotiating and coordinating financial agreements for the delivery of programs and services, including the transfer of these to the First Nations and their institutions. Evaluating and approving proposals for community-controlled service delivery initiatives for a range of programs and services. Establishing and sustaining effective working relationships with officials from: First Nations, other government departments and agencies and department staff including any related conflict resolution. Leads the development of program or project implementation strategies including the interpretation and application of program legislation and policy. Provides strategic advice and recommendations to senior management on a range of initiatives. Works with a range of software applications to support the management of the team. Directs the development and assessment of resource allocation; the development of program evaluation frameworks; and, provide advisory services and coordinate the evaluation of program effectiveness to First Nations.

Intent of the process

This is a continuous intake of applications, to create and maintain an inventory of opportunities within ISC and CIRNAC, in the Alberta Region as represented by the following directorates:
- Partnerships and Agreements; Education & Social Development Programs & Partnerships; Child & Family Services; Infrastructure & Emergency Management; Lands & Economic Development; Treaty, Individual Affairs & Intergovernmental Relations, etc.

A pool of partially or fully qualified candidates may be established through this process to staff identical or similar positions at Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC).

The pool can be used to staff positions with various tenures (assignment, secondment, acting, deployment, term or indeterminate appointments).

Applicants are encouraged to apply now, as managers may use the pool of qualified candidates initially created from the inventory to hire at any point in time.

a secondary school diploma and an acceptable combination of education, relevant training, and experience defined as successful completion of 2 or more years of experience in a relevant field supplemented by relevant training or successful course work.

EXPERIENCE:

Both streams:

Experience in providing effective strategic advice and recommendations.

Experience in establishing and sustaining effective working relationships, including in conflict resolution.

Experience working with software programs.

Experience in interpreting and applying legislation, regulations or policies.

KNOWLEDGE:

EDUCATION:

A Master’s degree from a post secondary institution in any field relevant to the work to be performed.

Degree equivalency

EXPERIENCE:

Experience analyzing financial information related to forecast and/or budgets and participating in the review of financial statements and program evaluations.

Experience in analyzing complex issues* and making recommendations.

* "Complex issues" are defined as involving three (3) of the following criteria:
- Sensitive or high profile;
- Multiple stakeholders or jurisdictions;
- Competing objectives or priorities;
- Multi-year or multi-phase.

Experience working with First Nations and/or Indigenous organizations.

Experience in leading, managing people or a project that includes staffing, assigning of work, evaluating performance, training and addressing performance issues.

Experience managing financial resources, negotiating contracts/agreements and/or managing contracts/agreements

Experience working in a field related to the scope of the program (e.g. public health, environmental public health, social services, physical or environmental sciences, Indigenous affairs, education, infrastructure, financial management, etc).

Experience in applying the fundamentals of project management (i.e processes for infrastructure, economic development, etc.)

Experience with Emergency management practices.

Experience in lands management.

ABILITIES/COMPETENCIES:

- Ability to speak a First Nation language commonly used in Alberta.
