PM Stream - Auditing Specialist, Rail Safety (PM-05)

Duties

Working in the Rail Safety Directorate at Transport Canada, Safety Management Systems Inspectors and Auditing Specialists, Rail Safety are responsible for performing oversight on railways through railway safety management systems audits and working with railway stakeholders in promoting compliance with regulatory requirements and in identifying and reducing risks.

What you will be doing:

☑ Conducting audits on railway safety management systems of railways operating in Canada.
☑ Participating in the design, development, and implementation of the regional railway safety management system regulatory compliance program.
☑ Providing technical advice and guidance to internal and external stakeholders in the railway industry.
☑ Analyzing safety data in support of the Rail Safety Program.
☑ Providing subject matter expert advice on audit methodologies, standards, policies, procedures and best practices to promote continual improvements to the audit program. (PM-05)
☑ Developing strategies and processes to monitor the adoption by the rail industry of safety management system approaches and practices. (PM-05)

Work environment

The reporting location for these positions is 4900 Yonge Street in Toronto. Successful candidates will follow Transport Canada's hybrid work guidance to ensure compliance with the work arrangement agreement and minimum 3 days on-site days per week, as required by the Treasury Board Secretariat for federal employees.

The activities of this position require occasional travel locally, regionally, and sometimes nationally to conduct auditing activities. Most tasks will be performed in a typical office environment. Some activities may be performed in various indoor and outdoor environments and under varying weather conditions.

Intent of the process

As positions become available, hiring managers may select applications from this inventory for assessment. Applications will be assessed on an as needed basis.

A pool of qualified or partially qualified candidates may be established to staff identical or similar positions with various linguistic profiles, tenures, and locations within Transport Canada.

Successful completion of a post-secondary education program (minimum of two years) from a recognized post-secondary institution or an acceptable* combination of education and experience.

*Acceptable combination is defined as a secondary school diploma and at least two (2) years of experience performing duties related to the position.

*Significant is defined as at least two (2) years of cumulative experience and that is a core part of work responsibilities.

**Inspections are defined as the actions undertaken to examine, verify, and determine whether an activity, an object, or location is in compliance with the applicable acts, standards, or regulations. The main purpose of inspections would not be to carry out administrative or financial functions.

***Auditing of a management system is defined as documented activity performed to verify, by examination and evaluation of objective evidence, that applicable elements of the system are appropriate and effective and have been developed, documented, and implemented in accordance and in conjunction with specified requirements.

****Detailed written reports on inspections or audits must be written by the candidate, and not be system-generated or predetermined text.

Holder of a CAN/CSA-ISO 31000, Q850, Certified Internal Auditor (CIA), or any other type of related auditing designation.

▸ Why was my application automatically rejected when I submitted it?
You must meet the essential qualifications at the time you submit your application to be included in the inventory. If you do not meet the required qualifications, you will receive a message "Application rejected at screening" after submitting your application. If you incorrectly indicated "No" to a screening question, you can retrieve your application and update your responses.

▸ What happens if my application expires?
Your application will be kept in the inventory for 120 days. A notice will be posted in the "My Job File" menu of your account 14 days before your application expires. If you do not take any action, your application will be deactivated and it will no longer be considered. In the event that your application expires during the effective period of this inventory, a notice will be posted in your account. Preference
