These employment opportunities will be based on anticipated needs within the department of Public Services and Procurement Canada (PSPC) within the Atlantic Region. Applications will be screened for education, experience and asset criteria upon receipt and either accepted or rejected.

Depending on the position being staffed, essential qualifications indicated below will be assessed each time using custom tools in accordance with the discipline of the position being staffed. An interview, written exam, PSC tests, reference checks or combination thereof may be used to assess essential and asset qualifications.

Essential experience and asset experience criteria may be verified through reference checks.

The inventory will be updated every 180 days (6 months). You will receive a notice in your applicant account 14 days before the end of your active period to determine whether or not you wish to keep being considered for an additional 180 days (6 months).

This is an inventory of potential candidates to fill upcoming employment opportunities for engineering positions at the EN-ENG-04 level and for various disciplines:

1. Mechanical Engineering - Buildings setting including heating, cooling, ventilation, fire protection, plumbing systems, maintenance engineering, indoor air quality, noise control, vibration, life safety systems, building automation, commissioning etc. Industrial and/or a Central Heating and Cooling Plant/District Energy systems setting, such as equipment installation, plant and systems infrastructure and tunnel/underground distribution and/or laboratory systems

2. Electrical Engineering - Building setting including load analysis, site distribution, primary and secondary distribution, emergency power systems, lighting or fire alarm systems.

3. Building Structural (Also includes Conservation)

4. Marine Structural (Breakwaters, wharves)

5. Bridges

6. Fire Protection

7. Geotechnical

8. Transportation (highways, airports)

Duties

Public Services and Procurement Canada's Real Property Branch provides architectural and engineering services for the federal public service. The key duties include:

- Providing engineering specialist advisory services to ensure that projects are completed in accordance with the legislative and theoretical framework

- Preparing terms of reference to hire consultants

- Performing quality reviews of designs, technical proposals, cost estimates, studies, and contract documents prepared by consultants

- Leading feasibility and options analyses and incorporating findings into reports

- Coordinating the work of multi-disciplinary teams

- Solving engineering design issues

- Preparing preliminary and detailed engineering designs

Intent of the process

The immediate need is to staff two indeterminate EN-ENG-04 (Electrical Engineering and Geotechnical) positions and possibly one indeterminate EN-ENG-04 (Building / Marine Structural) position in Halifax, NS. Term positions of a six month or more duration may be staffed in St. John's, NL and Moncton, NB; however, there is no planned staffing in St. John's, NL or Moncton, NB at the present time.

This inventory may be used to establish pools of partially or fully qualified candidates which may be used by Public Services and Procurement Canada in the Atlantic Region to staff positions within the EN-ENG-04 group.

The duration of positions could vary (indeterminate, specified period, and casual) depending on the position being staffed

EDUCATION:

Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

EXPERIENCE:

Experience is defined as work-related experience following graduation from an undergraduate engineering program acquired in the discipline for which you are applying.
You must clearly state your experience in terms of the following in order for your application to be accepted.

* The EN-ENG-04 positions require approximately 7 years of experience within the last 10 years immediately prior to the submission of an application for this job. The experience must include at least 5 years of Canadian experience and minimum of 4 years as P.Eng.

E1. *Experience in analysis and design of engineered systems, site surveys, inspections and technical assistance.

E2. *Experience in providing full engineering services including preparing drawings, specifications, reports, condition assessments and tender documents (budget and schedule estimation).

E3. *Experience in coordinating, reviewing and providing feedback on the work of other professionals and associated resource disciplines relating to design, quality or issues.

E4. *Experience performing quality assurance reviews of designs, reports, drawings, and specifications.

E5. *Experience providing design or technical advice to management, project managers or clients.

AE14. Experience in design and rehabilitation for major projects related to civil engineering such as: bridges, dams, marine structures (breakwaters, wharves etc), building structures, highways, parking garages and underground infrastructures (piping network, tunnels, etc.)

AE15. Experience in blast analysis and design of blast mitigation measures for buildings.

AE16: Experience in design and construction for rock mechanics and rock anchors

AE17: Experience in shallow and deep foundation design and construction

AE18: Experience in design of coastal marine wharf design particular to piling, crib and caisson foundation support.

AE19: Experience in design for slope protection and remedial measures related to slope stability and protection.

Project Management:

AE22: Experience in managing all phases of real property projects with varying degrees of complexity and magnitude.

- Possession of a valid provincial driver's license or personal mobility to the extent normally associated with the possession of a valid driver's license, within the limits of Treasury Board policy.
