This is an inventory of potential candidates to fill upcoming employment opportunities for project manager positions at the following groups and levels: EN-ENG-03, EN-ENG-04, EN-ENG-05 and EN-ENG-06, AR-04, AR-05, AR-06 and AR-07.

These employment opportunities will be based on anticipated needs within the department of Public Service and Procurement Canada (PSPC).

Depending on the position being staffed essential qualifications indicated below will be assessed each time using custom tools in accordance with the level of the position being staffed. An interview, written exam, reference checks or combination thereof may be used to assess essential and asset qualifications.

The inventory will be updated every 180 days (6 months). You will receive a notice in your applicant account 14 days before the end of your active period to determine whether or not you wish to keep being considered for an additional 180 days (6 months).

Intent of the process

This inventory may be used to establish pools of partially or fully qualified candidates which may be used by PSPC to staff positions within the EN-ENG group for levels 03, 04, 05 and 06 and positions within the AR group for levels 04, 05, 06 and 07.

EDUCATION for AR positions:

Graduation with a degree* in architecture from a recognized post-secondary institution.

OR

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.

EDUCATION for EN-ENG positions:

Graduation with a degree* from a recognized post-secondary institution with a specialization in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

EXPERIENCE for EN-ENG-03 and AR-04 levels:

E1. Experience in Real Property project management related to planning and development or construction of buildings (construction includes buildings, infrastructure, interior fit up) or engineering assets. This includes from the planning to the delivery phase of the project.

E2. Experience in working in project teams.

E3. Experience in real property procurement processes and contract management.

EXPERIENCE for EN-ENG-04 and AR-05 levels:

E1. *Recent experience in Real Property project management related to planning and development or construction of buildings (construction includes buildings, infrastructure, interior fit up) or engineering assets. This includes from the planning to the delivery of projects, with varying degrees of ***complexity and magnitude in an environment of competing demands.

E2. *Recent experience in coordinating multidisciplinary project teams.

E3. *Recent experience with real property procurement processes and contract management.

Note: *Recent experience is defined as having at least 3 years' experience within the last 5 years.

***Complex projects must include 3 or more of the following characteristics: large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).

E4. Experience and participation in strategic initiatives (such as business priorities and business management framework, etc.) in a large complex organization.

Note: *Recent experience is defined as having at least 5 years' experience within the last 8 years.

**Extensive experience is defined as the management of several projects/components that are strategically or thematically linked; to qualify on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty.

E5. *Recent experience in managing human and financial resources

Note: *Recent experience is defined as having at least 8 years' experience within the last 15 years.

**Extensive experience is defined as the management of several projects/components that are strategically or thematically linked; to qualify on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty.

AE5. Experience negotiating claims, scope changes and other compliance and contractual items on complex** construction projects;

AE6. Experience in implementing alternative financing and procurement form of project delivery, such as Design-Build-Finance-Manage (DBFM), Public- Private Partnership (P3), Design Build.

AE7. Experience in dealings with central agencies on program, project or operational issues in the Public sector or with major banking institutions for funding purposes in the private sector.

* High dollar value is defined as in excess of $25M (construction value).

**Complex projects must include 3 or more of the following characteristics: large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).

ORGANIZATIONAL NEEDS:

- Placement of PSPC employees affected by work force adjustment.
- Placement of employees subject to current or future reorganization.
- PSPC is committed to establishing and maintaining a representative workforce. This organizational need may be identified as part of the appointment decision. Conditions of employment

- Willingness and ability to travel (i.e. make occasional visits to construction sites).
- Willingness to access and work in industrial settings and/or active construction sites.
- Willingness and ability to work overtime on occasion on short notice including weekends
- Willingness to be reassigned in the same position to perform similar duties to any work site within Real Property Branch in the National Capital Region, following a written notice of normally 10 working days. (Applicable for certain positions)
