You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. EDUCATION
Graduation with a degree from a recognized university OR an acceptable combination* of education, training and/or experience relevant to the position being staffed.
*Combination of education, training and/or experience: Candidates must possess two (2) or more of the following three (3) options:
. A two (2) year post-secondary diploma OR
. At least one post-secondary course in project management OR
. A minimum of two (2) years of experience in project management.
EXPERIENCE
Recent* and significant** experience in analyzing information AND preparing written reports with options and recommendations to present to management*** for decision.
Recent* experience in the planning phase of projects with the development of at least two of the following: the business case, Treasury Board Submission, project charter, project management plan, scope document, project schedule, project complexity and risk assessment (PCRA).
Recent* and significant** experience developing AND implementing project management policies, approaches, tools or processes.
Significant** experience in coordinating partnerships with at least two of the following: internal stakeholders, external stakeholders, end users, federal government departments/agencies, provincial government, municipal government, crown corporations.
Significant** experience in the monitoring AND controlling phase of projects including at least three of the following: managing project change requests, risks management, issue management, updating project schedules, project status reporting.
* "Recent" is defined as experience acquired within the last three (3) years.
** "Significant" experience refers to the depth and breadth of experience normally associated with having performed a broad range of various, complex related activities as the MAIN function for approximately 2 years. The amount, the complexity and the diversity of these activities as well as the autonomy level may also be taken into consideration.
***"Management" is defined as project sponsors, project executives or director-level and above.
ASSET QUALIFICATIONS
EDUCATION
Graduation with a degree from a recognized university in a field relevant to the work to be performed (such as business administration, public administration, computer science, economics, engineering or project management).
Recognized Project Management accreditation (e.g., Project Management Professional (PMP); Certified Associate in Project Management (CAPM) from the Project Management Institute; PRINCE2 Practitioner) OR Certificate in Project Management from a recognized university or college.
EXPERIENCE
Experience in participating in inter or intra-departmental working group or other type of committee where you represented your group/office/sector.
Experience supervising a team of employees or consultants.
Experience managing a small to mid-sized project of $50,000 and above. Please indicate the project name, duration, size and your role
Experience working in a Project Management Office**** (as defined by the Project Management Institute Project Management Body of Knowledge).
Experience working on large scale, complex projects (value over $20 million) and involving multiple partnerships or department stakeholders. Please indicate the project name, duration, size and your role
Experience in the development of memoranda to cabinet, Treasury Board Submissions or investment business cases.
**** Project Management Office (PMO): an organizational body or entity assigned various responsibilities related to the centralized and coordinated management of those projects under its domain. *Random selection - Frequently Asked Questions:
1. Some advertisements state that random selection may be used to identify which applicants will be assessed during the appointment process. What is random selection?
Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.
2. How is this sub-sample of applicants determined?
To determine the sub-sample of applicants, the hiring organization identifies the following:
- criteria that qualified candidates must meet; and
- the number of candidates to be selected.
With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group. The Public Service Resourcing System - the electronic system used to advertise, receive and select applications - performs the random selection function.
Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset/other qualifications or operational requirements.
