Intent of the process

The purpose of this process is to create a directory of candidates to fill current and future vacancies. This directory will be used to fill positions within Vancouver Island. It is expected positions will be within Nanoose and Victoria BC. This process may be used to fill other vacancies.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

- Valid Transport Canada Certificate of Competency as Marine Engineer, Fourth Class Motor or higher; or

- Valid Province of British Columbia Fourth Class Power Engineer Certificate or higher.

Note: Applicants who hold a British Columbia Power Engineer Certificate must also hold, and provide copies of Marine Emergency Duties (MED) Certificates A1, B1 and B2

- Recent related marine engineering experience within the last three (3) years. This experience can be obtained through a minimum of one (1) year of sea service working on a vessel or floating industrial barge OR one (1) year service in a shore-based marine operations, maintenance, repair, training or related facility.

- Experience in the operation, maintenance and repair of steam and diesel marine machinery.
- Experience overseeing vessel refits and machinery overhauls.
- Experience in supervising ship's crews.
- Experience in supervising ship's officers.
- Experience working with government and/or commercial repair facilities and contractors.
- Experience working with vessel Planned Maintenance Systems.
- Experience performing inspections and trials on vessels and marine machinery.
- Experience working with a budget under the Federal Financial Administration Act.

- Knowledge of repair, maintenance and operation of steam and diesel marine machinery and systems.
- Knowledge of computer-based Planned Maintenance Systems.
- Knowledge of Treasury Board financial policies and procedures.
- Knowledge of DND Human Resource policies and procedures.

- Applicants holding British Columbia Power Engineer Certificates, MUST submit copies of all MED A1, B1 and B2 Certificates when requested.

- Reference checks WILL be conducted. It is imperative that references are current and available.

- It is the applicant's responsibility to ensure their certification remains current and copies of upgraded certification are submitted. Selection will be based on the level of certification submitted by the applicant at the time of assessment.

- Applicants must meet all of the Essential Qualifications to be appointed to a position, but may also be assessed against certain Asset Qualifications listed in the Statement of Merit Criteria. A candidate may be appointed to a position even though he/she does not meet any of the Asset Qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

- You will be required to demonstrate how you meet the essential qualifications (i.e., Education, Experience, and Occupational Certification) for the initial screening through your resume, cover letter, and/or answering online screening questions. It is NOT sufficient to only state that the qualifications are met. Rather you must clearly demonstrate HOW, WHEN, and WHERE the qualification was met through substantiation by examples.
