Work environment

Who are we?
► The Civilian Review and Complaints Commission for the RCMP (CRCC) is an agency of the federal government, distinct and independent from the RCMP. The CRCC is a division of the Federal Core Public Administration under the responsibility of the Minister of Public Safety. The CRCC's employees are employees of the public service.
► The CRCC receives, reviews and investigates complaints about the conduct of RCMP members. When reviewing a complaint, the Commission does not act as an advocate for either the complainant or the RCMP members. The Commission inquires into complaints independently and reaches conclusions after an objective examination of the information provided.

Intent of the process

► The CRCC intends to fill one of the two paralegal positions in its Complaint and Review Directorate. The paralegals’ main duties are to assess and triage cases involving complaints against the RCMP. The paralegals triage the cases based on complexity and priority, so that they may then be assigned to the lawyers who review the RCMP’s investigations of those complaints. The paralegals examine the case materials and ensure that all the documents have been turned over to the CRCC by the RCMP. The paralegals also draft decisions for the delegated decision maker on requests for an extension of the time to make a complaint or refer a complaint for review. On occasion, the CRCC’s decisions are the subject of an application for judicial review by the Federal Court. In those cases, the paralegals assist in preparing the record for the Court’s hearing of the application.
