Duties

The functions of the Information Management Manager are:
✅ To develop policies and processes to implement and enhance all aspects of Information Management in corporate IM databases, including all Operational and Administrative Electronic Document Management Systems.
✅ To provide subject matter expertise regarding all areas of IM, including the disclosure of information, access to information and protection of privacy and security information to Division Senior Management, including all units, districts and detachments.
✅ To be the representative for all matters relating to Access to Information and Privacy (ATIP) and Record Suspensions.
✅ To be responsible in the development and implementation of quality control process for all IM clients with all program areas to provide information, guidance, controls, security measures for handling, disposition, archival and access constraints as required by federal legislation and RCMP policies, both national and divisional.
✅ To establish the overall performance, guidelines and expectations for the IM Section, including HR management by assigning priorities, assessing workflow, preparing business cases to sustain resource requirements.
✅ To manage financial resources including the establishment of contracts with external service providers and approval of all expenditures.
✅ To be responsible for the sections PROS, Records, Electronic Records Management, Mailroom/Printshop and provides information and guidance as the IM authority to external stakeholders such as Police Partner Agencies, provincial and municipal governments.
✅ To promote the RCMP federal legislative mandate and policies in regard to the management of information within systems, databases and paper records.

Intent of the process

This process will be used to staff one (1) indeterminate full-time position in Edmonton. A qualified pool of candidates may be established and used to staff similar positions with various tenures within the Royal Canadian Mounted Police (i.e. indeterminate, term, deployment, acting, assignment and secondment).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Successful completion of secondary school education according to provincial/territorial standards or an employer alternative such as an acceptable combination of education, training and/or experience1.

Degree equivalency

Ex1 - Significant* and recent** experience providing advice and guidance to clients and management regarding Information Management (IM) program legislation, regulations, and policies.
Ex2 - Significant* and recent** experience in client consultation (i.e. internal/external clients).
Ex3 - Significant* and recent** experience in Human Resource Management (i.e. supervising, workload assignment and management, performance management, employee development, mentorship, leave, setting unit priorities).
Ex4 - Experience in writing instructional materials or procedural documentation.
Ex5 - Experience in preparing proposals, agreements, business cases and/or reports
Ex6 - Experience in providing recommendations to senior management, partners and clients.

*Significant is defined as the depth and breadth of experience normally acquired over a two (2) year period.
** Recent is defined as being acquired within the last five (5) years.

AQ1 - Graduation with a degree, certificate, or diploma, from a recognized post-secondary institution, in a discipline relevant to the duties of the position. (i.e. Certified Information Professional; Dalhousie IM Diploma; Association of Records Management Administrators [ARMA]).

Degree equivalency

AQ2 - Significant* and recent** experience in leading projects with multi-year delivery.
AQ3 - Experience in managing agreements, contracts or funding programs.
AQ4 - Experience in conducting research and analyzing information.
AQ5 - Experience in managing information using Microsoft suite of tools (i.e. SharePoint).

*Significant is defined as the depth and breadth of experience normally acquired over a two (2) year period.
** Recent is defined as being acquired within the last five (5) years.

RCMP Enhanced Reliability Status with Top Secret Security clearance.
