The Water Science and Technology Directorate of STB is seeking a Director who will oversee the operations of the Environmental Science and Technology Laboratories Division. This includes responsibility for a 200+ employee organization from coast to coast, charged with delivering analytical laboratory services and operational field support to a wide range of internal and external clients, as well as providing scientific support replated to environmental emergency planning, preparedness and response.
The process aims to staff one indeterminate Director position in Burlington, Ontario, with responsibility for the operations and management of the Environmental Science and Technology Laboratories Division. The duties of the position will have to be performed in Burlington, financial support for relocation will be available if required.
The process could also be used to create a pool of fully and/or partially qualified candidates for future needs at ECCC.

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution in a field relevant* to the work to be performed.
* Relevant fields could include: environmental science, biology, chemistry, physics, mathematics, or related scientific or engineering field.
EXPERIENCE:
• Experience in providing advice and briefings to senior management(1) on sensitive and complex(2) issues related to the environment.
• Significant(3) experience in establishing and maintaining collaborative working arrangements with partners (for example, federal organizations, provincial/territorial governments, non-profit organizations, universities, Indigenous communities).
• Significant(3) experience in leading multidisciplinary scientific teams in a field, research or laboratory context.
• Experience in managing human(4) and financial(5) resources.
NOTES:
(1) Senior management refers to a position at a senior executive level such as a Director General, Assistant Deputy Minister, Vice President, or other equivalent executive position.
(2) Complex refers to at least three of the following characteristics: multi-dimensional, multi-jurisdictional, highly sensitive in nature or confidential, affecting multiple partners or stakeholders, setting a precedent, having a potential for significant media coverage, having a major impact on service or program delivery, or in direct fulfilment of department or government priorities.
(3) Significant experience will be assessed based on the extent, the complexity and the diversity of work performed in addition to the level of direct responsibility for a wide variety of complex files and/or projects.
(4) Managing human resources may include:
• implementing HR strategies to ensure workforce capacity to meet operational needs.
• conducting performance management through provision of feedback, conducting performance assessments and management of difficult employees.
• determining training and development needs to support talent management.
(5) Managing financial resources may include:
• delegation of a budget over one or more complete fiscal years.
• resource management and forecasting.
• planning, budget allocation, tracking expenditures, reporting, etc.
EXPERIENCE - ASSETS:
• Experience in managing science or technology laboratories.
• Experience in implementing quality management systems.
• Experience in overseeing complex fieldwork programs with associated occupational safety and health considerations.
• Experience in environmental emergency planning and response.
• Experience in working with Indigenous science and Indigenous knowledge systems.
