Stream 1
Under the leadership of the manager in charge of the Strategic Partnership Management team, IT Technical Advisor (IT03) is responsible for:
• Coaching, guiding & managing ESDC Client service requests to Shared Services Canada, from the initial request tabling up to service delivery completion.
• Providing IT Advice and recommendations to ESDC Clients, Partners and Management in regards to the Service Requests assigned to his/her portfolios.
• Managing issue resolution on the Service Requests assigned to his/her portfolios, including (when required) activation of proper escalation steps.
• Documenting and reporting on all Service Requests under his/her portfolios.
Stream 2
• Leads and participates in the planning, conduct and reporting of audits, reviews and advisory services in the field of IM/IT governance, risk management and controls.
• Leads multi-disciplinary project teams, including consultants, tasked with conducting research on legislation, industry standards frameworks of IM/IT; developing audit and review planning documents, analysing information to conclude on the adequacy of controls in departmental systems; reporting on audit and review findings and proposing recommendations for improvements.
• Participates in the assessments of governance, risk management and internal controls including IT security configuration analysis and analyses results from Vulnerability Assessments.
• Gathers various IT principles, cybersecurity concepts, cloud platforms’ configurations and IT security assessments procedures and techniques.
• Debriefs management on engagement findings and recommendations including identified risks and related mitigation/improvements.
• Provides technical advice to management on the adequacy of departmental IM/IT processes, controls and practices.
At the moment, the official location (designated workplace*) of the positions are in the National Capital Region (Ottawa, Gatineau). These positions support hybrid work. Based on reasons of efficiency, effectiveness, operational requirements and/or for reasons of collaboration, building team spirit, innovation, and creating a culture of belonging, the appointee will be required to work onsite for a minimum of two days per week (40% of their regular work schedule). Prior to appointment, the hiring manager will discuss with the successful candidate(s) the options and/or specifics as it pertains to the work arrangement.

The Innovation, Information and Technology Branch (IITB) is responsible for the information management, cyber security, information technology and equipment needs, and technology transformation initiatives for the department. The branch is at the heart of the outcomes that allow ESDC to align with multiple Government of Canada priorities, including providing citizen-centered services and achieving the outcomes of ESDC’s Service Strategy.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. EXPERIENCE
Stream 1 and 2
EX1: Minimum of two (2) years of experience in the analysis of Information Management / Information Technology (IM/IT) solutions, elaborating on feasible alternatives, and producing supporting documentation while working in an IM/IT environment.
Stream 1
EX2: Recent and significant* experience building and maintaining effective relationships or partnerships for the purposes of delivering IT solutions, projects or services.
EX3: Recent and significant* experience in providing strategic advice and recommendations to clients and management**.
Definitions:
*Recent and significant experience is defined as hands-on cumulative experience with the performance of those duties for a period of at least two (2) years over the last five (5) years.
**Management is defined as manager's position and above.
Stream 2:
EX4: Experience in the planning, conducting and reporting of Information Management (IM)/Information Technology (IT) projects or IM/IT audits.
EX5: Experience in defining project needs, assisting in the development of project plans and strategies and applying project management methodologies in accordance with IM/IT project plans’ objectives.
Asset Education
AED1: A Certification from a recognized auditing association (IIA (CIA) and/or (CGAP)) and/or (ISACA (CISA))
AED2: A Certification in Project Management Professional (PMP) from the Project Management Institute or other recognized institution
