Duties

The Meteorological Service of Canada’s Monitoring and Data Services Directorate is seeking a junior Engineer to join the Observing Systems and Engineering Team in support of delivering engineering solutions to stakeholders. Our Engineering team leverages its science expertise to enable the collection, interpretation, and dissemination of Canadian atmospheric weather and climate data by our stakeholders, as well as operating several in-situ test sites across Canada and al calibration lab for operational sensors.
The junior engineer position will engage in engineering analysis and evaluation of various observing system technologies, and the infrastructure that supports their reliable operation. The role includes both independent work and collaborative work within a team. More specific duties may include, but are not limited to:
• Participate in the collection and analysis of atmospheric measurements, for the purpose of assessing the measurement quality of observing instruments.
• Conduct research on emerging science and technology related to the atmospheric measurements from various viewpoints, including but not limited to; operational feasibility, instrument performance, sustainability and environmental impact, and life cycle management considerations. Producing summaries, reports, and presentation for review by others.
• Participate in the development of standards and processes to document the reliability, repeatability, and traceability of atmospheric measurements and ensure that the data provided to Canadians is of known quality.
• Support procurement activities through research of specifications, conducting benchmarking activities, and participation in performance evaluations and the resulting data analysis and reporting.
• Under the guidance of senior staff, develop expertise in specialized measurement system technologies, supporting efforts to research, test, and document for the purpose of enabling effective engineering support to operational networks.
• Support senior staff in the provision of engineering expertise, guidance and interpretations through research and analysis of issues, technologies, and processes.
• Work with technical field staff to install, troubleshoot, and repair observing equipment and its supporting infrastructure.
• Support with programming and automation related to test site and calibration lab activities.

Intent of the process

The purpose of this process is to staff current and future vacant positions within the Observing System and Engineering (OSE) group, under the Transformation, Innovation, and Engineering Division (TIED) within the Meteorological Service of Canada branch of Environment and Climate Change Canada. There are currently 3 positions that will be staffed indeterminately In Toronto.

A pool of qualified candidates may be established and used to staff similar positions in various locations, with various tenures, various security levels and various language requirements which may vary according to the position being staffed within Environment and Climate Change Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aerospace engineering, engineering physics, or some other engineering specialty relevant to the duties of the position.

EXPERIENCE:
Experience gathering and analyzing technical information, and writing technical or scientific documents (e.g., reports, presentation slides, drawings, and diagrams).
Experience working with measurement equipment and measurement data.

Graduation with a master's or higher degree in engineering.
Additional degrees in mathematics, physics, meteorology, or computer programming.
Graduation with a technologist diploma or authorizing certificate in a red seal trade.

Degree equivalency

ASSET EXPERIENCE:
Experience using parametric Computer Aided Design software for 3D modeling, 2D drawings, and/or simulation. (preference: SolidWorks)
Experience using software to perform statistical analysis on data. (preference: MATLab)
Experience computer programing using coding software. (preference: Python, MySQL, VBA)
Experience programming data acquisition loggers. (preference: National Instruments – Labview)
Experience in Radio Frequency engineering. (design, investigation, signal processing)
Experience using manufacturing processes to produce functional parts and assemblies.

OPERATIONAL REQUIREMENTS:
Willingness and ability to work overtime on occasion.
Willingness and ability to travel within Canada and internationally on occasion. This may involve travel to remote locations (rough terrain, land, sea, and air, including small airplanes, helicopters, and boats)
Willingness and ability to work outdoors, in remote/isolate areas, and in harsh environments (ie: cold, heat, noise, dust, wind, etc.)
Willingness and ability to work under time pressures and changing priorities.
