Intent of the process

ANTICIPATORY - A pool of qualified persons resulting from this process (for streams 1 & 2) will be created and may be used to fill similar positions with a linguistic profile of bilingual imperative CBC/CBC as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the public service.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Stream 1 only:
- Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Stream 2 only:
- Graduation with a degree from a recognized post-secondary institution with specialization in economics, business administration, commerce, law or in another discipline relevant to the position.

Degree equivalency

Experience:

For stream 1 only:
- Experience managing or leading work for a pension plan or employee benefit plan in at least one of the following areas:
o plan management and administration;
o plan funding;
o plan governance; or
o policy and plan design.
- Experience in managing the development of pension or employee benefit plan related regulations, policies or governance issues.

For stream 2 only:
- Experience in leading and delivering a policy and/or operational program in labour relations or human resources;
- Experience in leading the development and implementation of policies and/or programs related to negotiations, labour relations, compensation or human resources management.

For both streams (1 & 2):
- Significant* experience establishing and maintaining collaborative relationships with partners and stakeholders, including other government departments (federal or provincial), and others (such as non-governmental entities, crown corporations, agencies, committees or associations);
- Significant* experience in providing strategic advice and recommendations to senior management** on complex issues including planning and reporting activities;
- Significant* experience managing human resources***.

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
**Senior management is defined as Executive Director (EX-03) or equivalent and above.
***Managing human resources includes supervising a large team and establishing priorities or work objectives.

- Knowledge of pension program designs within and outside the federal public sector;
- Knowledge of broad pension industry trends;
- Knowledge of pension plan governance.

For stream 2 only:
- Knowledge of legislation, policies, and practices in the field of labour relations;
- Knowledge of current and emerging concepts, practices, or developments in labour relations, compensation and/or human resources.

For both streams (1 & 2)

ASSET QUALIFICATIONS

Education:

For both streams (1 & 2)
- Graduation with a Master's degree from a recognized post-secondary institution in a field related to the position being staffed.

Degree equivalency

Experience:

For both streams (1 & 2):
- Experience leading horizontal program or policy files through the machinery of government process;
- Experience working in a central agency.

For stream 2 only:
- Experience in labour relations or in collective bargaining at the employer level.

Knowledge

For stream 1 only:
- Knowledge of policy development and the approval process within the machinery of government and the roles played by central agencies.

• HOW WE WILL ASSESS CANDIDATES •

Candidates’ qualifications may be assessed via a variety of evaluation tools and methods including, but not limited to, standardized tests, self-assessments, simulations, interviews, reference checks, written exams and past performance agreements.

Interview questions may focus on situational examples to enable the candidate to demonstrate the Key Leadership Competencies as well as their analytical and problem-solving skills.

You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.

Top-down selection may be used during any stage of the selection process. Please note that achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. The selection board may decide to use a cut-off score that is higher than the pass mark on any evaluation used throughout the process.

Throughout the selection process, it is your responsibility to make yourself available for all assessment dates for which you are invited. If you fail to attend any of the scheduled assessments without a justifiable reason, we will not be able to assess your qualifications which may result in your elimination from this process. • EDUCATION CREDENTIALS •

You will be asked to provide proof of education credentials at the time of assessment. Candidates with foreign credentials will be asked to provide proof of Canadian equivalency.
