Duties

The Facility Manager provides overall building or facility management services to the assigned facilities. This includes coordination of maintenance services, emergency and repair services and support to the overall management of the section.

Key activities (but not limited to):
- Ensure on-site supervision of building services contracts (cleaning, garbage removal, pest management, landscaping etc.) and coordination of building systems maintenance. This includes off-site responsibility for assigned facilities.
- Develop and or utilizing Service Agreements, job or work orders and statements or work specific to building services.
- Manage tendering processes including coordinating selection and scheduling of works, reviewing completion and initiating payment processes within assigned financial authority, or in conjunction with senior regional Real Property management.
- Oversee the work of contract personnel involved in maintenance, renovation, construction projects and ensure that program and safety procedures are maintained.

Work environment

Fisheries and Oceans Canada (DFO) is a federal institution responsible for safeguarding our waters and managing Canada's fisheries and oceans resources. DFO helps to ensure healthy and sustainable aquatic ecosystems through habitat protection and sound science. We support economic growth in the marine and fisheries sectors, and innovation in areas such as aquaculture and biotechnology.

The mandate for Real Property, Environment, Safety and Security (RPESS) is to manage the accommodation requirements for departmental programs through the provision of Fisheries and Oceans Canada real property. RPESS provides leadership and expertise in real property planning, strategic investment, divestiture, infrastructure life cycle management, facilities management, environmental management, and employee safety and security advisory services in the Ontario, Prairie and Arctic regions.

Real Property, Environment, Safety and Security (RPESS) is responsible for:
• The administration and daily operations of DFO owned and/or leased facilities by providing efficient, cost-effective building management and maintenance;
• Providing a safe working environment for employees and visitors to DFO facilities;
• Ensuring that all DFO owned and/or leased facilities are in compliance with all applicable laws and regulations;
• Managing land acquisitions, leases, and disposals for RPSS sites as well as sites for Coast Guard;
• Implementing strategic portfolio planning initiatives;
• Procuring major and minor construction projects for new assets, the refurbishment of existing assets and the end of life of assets;
• Ensuring the accuracy of RPESS data for properties and assets;
• Championing and implementing workplace modernization efforts within DFO; and
• Providing exceptional customer service to our DFO clients (including Coast Guard, Science, Fisheries Management, Ecosystems Management, etc. also including the Arctic Region).

RPESS is the custodian of a significant number of assets including Search and Rescue stations, Marine Communications and Traffic Services Centres, Conservation and Protection detachments and satellite offices, office space, laboratories, warehouse and storage spaces, light stations, wharves, field camps, and a number of smaller facilities. The availability of these facilities and the Public Services and Procurement Canada provided leased inventory are crucial for departmental sectors to deliver their mandated programs.

One Indeterminate EG-05 Facility Manager position located in Prescott, Ontario. The pool will also be used to fill similar positions with various locations and tenures in the Ontario and Prairie and Arctic Regions.

A secondary school diploma or employer-approved alternatives

Employer-Approved Alternatives to Graduation with a Degree from a Recognized Post-Secondary Institution

Unless otherwise stipulated in the specific Qualification Standard, the employer-approved alternatives to graduation with a degree from a recognized post-secondary institution are:
1. A satisfactory score on the Public Service Commission test approved as an alternative to the completion of university; or
2. An acceptable combination of education, training and/or experience.

As of January 2, 2023, the General Competency Test: Level 2 (GCT2-314) will replace the General Intelligence Test (GCT-310) as the employer-approved testing alternative to postsecondary education. Previous scores of 68 or higher on the GIT-310 will remain valid as an acceptable alternative to postsecondary education. An acceptable score on the GCT2-314 prior to January 2, 2023, remains valid and candidates are not required to take the GCT1-207 for this purpose.

Degree equivalency

Experience in managing contracts including construction repair or works and administering the delivery of facilities management services through the public or private sector.

Experience in the review, interpretation, and recommendation of suitability of project designs, plans, specifications and reports for facilities prepared by consultants and other agencies.

Experience in project management principles and practices including construction management, in particular, using activity breakdown structures, evaluating critical path, approving change and reporting on progress.

Experience in inspection, investigation or audit practices and techniques for conducting or administering facilities maintenance management.

Experience ensuring compliance with codes, standards, safety and environmental regulations in the delivery of projects or administration of services, and the preparation of Standard Operating Procedures.

Experience in managing financial resources including budgeting, forecasting and adhering to financial policies.

Reliability Status security clearance

Undertake On-Call or Standby like functions and respond to urgent, emergency situations based upon contract provisions and in recognition that various clients operate year round on a 24/7 basis.

Travel and work overtime, including travel to remove locations by various modes of transportation (e.g., small and large aircraft, all-terrain vehicles, boats, helicopter, etc.) May include work for extended periods (4 days to 2 weeks) in Arctic communities- length of the trip may be extended due to unforeseen circumstances.

Work in light to medium industrial facilities with associated offices, combination office and laboratory facilities and/or small buildings and adjacent to, or within a marine environment with exposure to noise, mechanical/electrical machinery, fuels/lubricants.

Possession of a valid driver’s license or mobility associated with having a driver’s license.
