Duties

Provides direction and leadership to members of a program unit. This includes training and motivating staff, monitoring performance including developing human resources strategies; preparing and justifying operational and human resource plans. Planning, allocating and controlling expenditures, including negotiating and coordinating financial agreements for the delivery of programs and services, including the transfer of these to the First Nations and their organizations. Evaluating and approving proposals for community-controlled service delivery initiatives for a range of programs and services. Establishing and sustaining effective working relationships with officials from: First Nations, other government departments and agencies and department staff including any related conflict resolution. Leads the development of program or project implementation strategies including the interpretation and application of program legislation, policy and Canadian Human Rights Tribunal (CHRT) orders. Provides strategic advice and recommendations to senior management on a range of initiatives. Works with a range of software applications to support the management of the team. Directs the development and assessment of resource allocation; the development of program evaluation frameworks; and, provide advisory services and coordinate the evaluation of program effectiveness to First Nations.

Working at the ON Regional office of ISC offers a unique opportunity to:
- Work with ON First Nations to advance their priorities;
- Travel to ON First Nation communities;
- Work with other departments and levels of government (Provincial and Municipal) to coordinate support for ON First Nations;
- Work in a fast paced environment with senior leadership of the ON region
- Work with priority files with First Nation partners to fulfill the needs of children and youth
- Work within CHRT directives.
- Work on strategies to create efficiencies for Jordan’s Principle Group, Finance and Individual.
- Manage a Jordan’s Principle Group and Choose Life Requests that are submitted daily.
- Work with Jordan’s Principle Headquarters and other regions on common issues.

Intent of the process

The intent of this process is to staff 2 positions at Indigenous Services Canada with English essential language requirement in Ottawa (NCR) and/or Thunder Bay.

This process will also be used to establish a pool of qualified candidates and it may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret). It may also be used to staff identical or similar positions by other regions or federal departments across Canada.

Indeterminate employees at the same group and level, or equivalent may be considered for deployment, assignment/secondment prior to the assessment of other applicants.

EDUCATION:
ED1 - Secondary school diploma or an acceptable combination of education, training and/or experience.
An acceptable combination of education, training and/or experience is defined
as two or more of the following criteria:

• At least two (2) years of secondary school education
• Training courses/on-the-job training relevant to the position being staffed
• A minimum of four (4) years of experience relevant to the position being
staffed

Degree equivalency

EXPERIENCE:
EX1 - Significant* experience managing Human Resources**
EX2 - Significant* experience managing financial resources***
EX3 - Experience in providing effective strategic advice and recommendations to management.
EX4 - Experience in developing and maintaining partnerships with internal and external partners including First Nations communities, or Indigenous organizations, or Federal/Provincial/Territorial Governments.

*Significant experience is defined as effectively performing the previous examples for a period of approximately 2 (two) years within the last 5 (five) years.
** Human resources (HR) management is defined as responsible for managing staff. Examples of managing HR may include implementing HR strategies to ensure workforce capacity to meet operational needs, developing work plans, assigning work priorities, setting performance objectives and performance indicators to measure results, assessing performance, recruiting and resolving HR issues.
***Management of financial resources is defined as direct accountability for managing a budget. Examples of managing financial resources may include responsibility for budget, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, and contracting.
