Duties

The North District Operational Communications Centre (ND OCC) Manager is part of the BC RCMP’s OCC senior management team. This position reports to the Officer in Charge of the BC RCMP’s OCC Program.
This position is responsible for all operational, administrative and human resource management portfolios within the ND OCC program.

In addition, the ND OCC Manager oversees the day-to-day emergency operational communications, facility management including security, procurement and management of IT equipment, network and relationship building with client partners. The ND OCC Manager manages a budget of over $4.3 million and ensures exceptional client service delivery standards and compliance.

The ND OCC Manager is responsible for employee development, employee wellness and leading a team of three team leaders, eight shift supervisors, three specialty positions (recruiting, training and computer services coordinators), and over 70, 9-1-1 police dispatchers.

Work environment

The Operational Communications Centre (OCC) provides critical front-line operational support to RCMP police officers in the field. The OCC is the first point of contact for the public requesting police assistance in both emergency and non-urgent matters. In BC, there are four provincial OCCs located in Prince George, Kelowna, Courtenay and Surrey. These Centres provide support to over 120 detachments and satellite offices throughout BC’s communities including BC Highway Patrol, and specialized units, 24 hours a day, 365 days of the year.

BC RCMP’s OCCs serve a population of approximately 5.5 million citizens and receive an
average of 4,300 calls a day with evenings and weekends being the busiest times. The North District 9-1-1 Police Dispatcher Centre is located in Prince George, BC. They dispatch for 36 detachments and RCMP speciality units. They provide service for the largest land area in BC – 300,000 sq. km. – 72% of the province land mass. They dispatch for small detachments including very remote areas and indigenous communities. The ND OCC employs over 90 employees.

Intent of the process

This process is intended to be inclusive of Public Service (PS) employees and Civilian Members (CM).

The immediate need is to staff one permanent full time position.

A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a temporary, acting or permanent basis, on a casual basis, at full or part time hours).

Once established, the qualified pool will be valid for a period of six months and may be extended.

Degree equivalency

EXPERIENCE:
• Experience in analyzing complex issues and providing recommendations related to Police Operational Communications Services or Emergency Services (Fire or Ambulance).
• Experience in developing and maintaining effective working relationships with partners and stakeholders
• Recent* experience working with computer aided dispatch systems, records management systems, a wide area digital radio systems and Internet Protocol based telephony systems.
• Recent* and significant** experience in conducting evaluations and writing business processes relating to the delivery of emergency services in a police, fire or ambulance environment.
• Recent* and significant** experience providing advice and recommendations to senior management.
• Recent* experience in the management of human resources including employee development, performance management, addressing workplace conflict and duty to accommodate.

*Recent is defined as within the last five-year period.
**Significant is defined as having two or more years of experience.
