Duties

The Regulatory Policy Team is the Canada Energy Regulator Board’s (CER) centre of excellence for policy research and analysis. As the team leads complex and often sensitive energy policy initiatives and projects involving a variety of internal and external stakeholders, as well as the Board’s parliamentary affairs program, proven diplomacy, discretion and comfort with ambiguity and change are critical skills for all members of the team. The team supports informed decision making by senior executives within the CER and the broader federal government by analyzing policy gaps, problems and drivers of change that could affect the CER, and developing, recommending and implementing solutions. The team strives to take an integrated approach to its work, drawing heavily on engagement and partnering across business units, with federal officials, and with other strategic partners.

Reporting to the Director of the Regulatory Policy Team, Technical Specialists are responsible for providing expert-level advice to CER staff, executives and the Board on all matters pertaining to the regulatory framework of the CER. Together, the incumbents will guide and/or shape the regulatory framework, parliamentary affairs, and government relations programs of the CER and actively support their colleagues through coaching and mentoring.

The incumbent may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

Education:

Successful completion of an undergraduate degree from a recognized university in a field relevant to the CER’s regulatory responsibilities including, but not limited to, environmental science, political science, engineering, economics, business or public administration and law.

Degree equivalency

Experience:

E1: Significant experience generating strategic recommendations based upon analysis of policy matters.

E2: Significant experience executing complex projects that required engagement with external stakeholders directly by the candidate, for example, industry, other regulators, the public, and Indigenous people.

E3: Considerable experience coaching staff in the achievement of professional and personal goals.

Significant experience refers to approximately 5-7 years of experience where the depth and breadth of experience is normally acquired over several years of substantively more progressive and complex responsibilities. "

Considerable experience refers to approximately 2-4 years of relevant experience, where the coaching activities were a regular part of the candidate’s work and was neither temporary nor ad hoc.

Asset Qualifications:

AQ3 Significant and recent experience working in intergovernmental or regulatory affairs with government, or on behalf of industry or organizations.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to an EC-07 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB 11, $109,692 to $133,457 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
