Duties

Marine Planning and Conservation (MPC) at DFO is looking to attract policy expertise to advance its numerous priorities. This includes, but is not limited to:
🔹 Leading reporting, coordination and renewal of key programs related to Marine Spatial Planning (MSP) in Canada.
🔹 Implementing new initiatives that deliver on the 5-year vision for MSP.
🔹 Developing guidance, policies, and tools for advancing collaborative planning at MSP Forums.
🔹 Providing strategic advice and briefing material to senior management and developing engagement and outreach products for stakeholders and the public.
🔹 Advising and overseeing MSP activities on a continuing basis to ensure adaptation to changing priorities and the public environment and coordinating those activities within wider departmental or interdepartmental initiatives.
🔹 Ensuring linkages between project activities and establishing/negotiating partnerships with internal and external collaborators.
🔹 Coordinating science advisory groups, soliciting input from other federal programs, provincial/territorial counterparts, Indigenous groups, industry partners and providing advice internally and externally.
🔹 Developing and implementing engagement strategies and tracking the results of these engagements

The Canadian Coast Guard, a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways.

💻 Please note that the Department of Fisheries and Oceans Canada has currently adopted a hybrid work mode 2 days per week in person. The positions to be filled are physically located in downtown Ottawa, Ontario.

Intent of the process

The immediate need is to staff four (4) positions, three (3) Policy/Economic Analyst and one (1) Senior Policy/Economic Advisor within Fisheries and Oceans Canada in the National Capital Region. This process may be used to staff similar positions with various linguistic profiles and security requirements within Fisheries and Oceans Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

🎓 EDUCATION (EC-05 and EC-06):
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

✔️ EXPERIENCE (EC-05 and EC-06):
EXP1: Experience researching, analyzing and synthesizing information from varied environmental, economic and socio-economic sources to advance policy development and/or implementation.
EXP2: *Significant experience consulting and collaborating with internal and/or external experts and/or partners and/or stakeholders.
EXP3: *Significant experience analyzing **complex issues and developing policy advice and/or recommendations to ***senior management, which may include briefing notes and/or presentations and/or reports.

✔️ EXPERIENCE (EC-06 only):
EXP4: Experience leading support for (e.g., coordination, secretariat) working groups and/or teams to advance **complex issues.
EXP5: *Significant experience writing and coordinating the preparation of strategic documents to support the development of policies and/or plans and/or legislative/regulatory frameworks, including identification of the economic and socioeconomic impact of proposed policy, plan or framework.

Definitions:
*Significant experience is defined as breadth and depth of the experience normally associated
with having performed a broad range of complex, related activities for a approximately of one (1)
year for the EC5 level and a minimum of two (2) years for the EC6 level from a variety of sources.
**Complex is defined as the depth and breadth of activities involving at least two of the following: involving multiple issues and/or stakeholders, tight timelines, a high degree of visibility and/or political sensitivity, or having a major impact on the Department, Government, and/or the public
***Senior Management is defined as Supervisor or Manager level for EC5 and Manager or Director level for the EC6

✔️ ASSET EXPERIENCE (EC-05 and EC-06):
AEXP1: Experience working on Memoranda to Cabinet and/or Treasury Board Submissions
AEXP2: Experience in data visualization and/or dashboard development and/or PowerPoint and/or Power BI development
AEXP3: Experience in ***social innovation and/or open policy making and/or policy design and/or experimentation and/or related fields to leverage new approaches and/or instruments to engage, work with and/or enable citizens and/or stakeholders to address public and social challenges.

***Related topics include, but are not limited to: behavioural insights, service design, multi-sectoral partnerships, digital approaches and open policy making (e.g., open dialogue, crowdsourcing, citizen challenges, and open data initiatives).
