Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
E1. Experience* developing and providing strategic advice on policies, programs or issues related to energy, climate change or innovation policy.
E2. Experience* preparing presentations, briefing materials (e.g., notes, emails), and reports for senior management or comprehensive written documents such as research reports, position papers, strategic plans, or evaluation reports.
E3. Experience* in leading multiple files or projects with demanding deadlines.
E4. Experience* in building and maintaining partnerships with internal or external stakeholders to advance policy or program objectives.

*Experience is required for the EC-05 level, and is defined as the depth, breadth and complexity of experience normally acquired with having performed work, as part of the regular duties of the candidate, for a period of approximately one year (note this can include advanced academic experience including PhD research, master's dissertation).

Experience:
AEX1. Experience reviewing, analyzing, or writing Memoranda to Cabinet and/or Treasury Board Submissions.
AEX2. Experience engaging and building relationships with representatives from Indigenous governments, Indigenous partners and communities, researchers, and/or stakeholders.
AEX3. Experience managing international files/issues.
AEX4. Experience designing and delivering grant and contribution programs and/or federal funding programs to support emerging policies.
AEX5. Experience building and/or using quantitative tools to assess energy technologies. These could include, but are not limited to process simulations, capacity expansion / dispatch models, potential modes, partial / computable general equilibrium models, optimization models, life cycle analysis, and / or cash flow.
AEX6. Experience analyzing modelling results (e.g., datasets, reports) to develop advice.
AEX7. Experience planning, designing, and implementing social sciences research projects using qualitative methods and/or mixed qualitative and quantitative methods.
AEX8. Experience conceptualizing and conducting complex**** qualitative data analysis and/or mixed qualitative and quantitative data analysis.
AEX 9 Experience in evaluation, performance measurement, developing performance measurement strategies for programs and/or initiatives.

****Complex is defined as including the following characteristics: issues that are multidimensional and which require several information and data sources to be analyzed, including that of a sensitive or confidential nature.
