Duties

Some of the duties of the Senior Project Technologist include:
• Providing expert technical advice and project management services, as the senior regional technologist, for complex construction harbour infrastructure projects.
• Providing technical input for program and project planning including long range infrastructure capital planning.
• Providing expert technical advice and project management services, as the senior regional technologist to the regional project technologists for project delivery.
• Conducting and/or leading multiple/diverse major capital projects as project leader/specialist within program frameworks and producing reports to advance projects and program delivery.
• Providing technical expertise from the planning phase through to project completion, with particular emphasis on tracking and reporting on the progress of larger and more complex projects.

Work environment

Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceans, which operates and maintains a network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours.

The Department of Fisheries and Oceans Canada (DFO) and the Canadian Coast Guard (CCG) is following the direction from the Office of the Chief Human Resource Officer on the introduction of a common hybrid work model across the federal public service. This common hybrid model consists of work on site at least 2-3 days each week, or 40% to 60% of the regular schedule. Please note:
As the successful candidates for these positions will be managing several projects and will be required to travel throughout the maritime provinces on a regular basis, no full time telework will be available.

Intent of the process

This selection process is anticipatory. The intent is to establish a pool of qualified candidates which may be used to staff future positions of various tenures and linguistic profiles in Moncton (New Brunswick), Tracadie-Sheila (New Brunswick), Antigonish (Nova Scotia), Sydney (Nova Scotia).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Graduation from a diploma or degree program (minimum two academic years) in civil engineering, construction engineering, construction, civil, architectural technology or related construction technology from a recognized community college or technical institute or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE
• Recent* and significant** experience providing engineering, technical or project support for infrastructure construction, maintenance or repair.
• Recent* and significant** experience managing the implementation of infrastructure projects.
• Experience in the planning and project management services in support of the delivery of a complex construction project.
• Experience preparing proposals, work plans, financial reports, cost estimates and project progress reports.
• Experience developing and maintaining collaborative working relationships with internal and external stakeholders.

Recent* and significant** is defined as the breadth and depth of experience normally associated with the performance of a broad range of complex activities. It will be assessed on the basis of the scope and complexity of the work performed as well as the candidate’s responsibility for a period of approximately five (5) years within the last ten (10) years.

ASSET QUALIFICATIONS

• Experience working with or for Fisheries and Oceans Canada's Small Craft Harbours
• Experience using Auto CAD or AutoCAD Civil 3D.
• Experience managing or coordinating multi-year infrastructure project.
• Experience managing marine projects.
• Experience negotiating and resolving disagreement between project stakeholders or in contract dispute.
• Experience applying health and safety principles, codes and regulations in project delivery.

• Certification as a Certified Engineering Technologist in Canada
