Duties

Leading and conducting negotiations on various components of intergovernmental agreements under the direction of the manager or independently. These agreements deal with complex and varying issues including issues with respect to governance, land, program delivery, and/or social policy. The Negotiator, at times, represents other government departments.
Consulting within the department and with other government departments in order to achieve support for integrated negotiation mandates respecting a variety of intergovernmental agreements.
Directing and managing the work of a multi-disciplinary negotiation team, including managing, and mentoring Assistant Negotiators and Analysts.
Interpreting and applying land claim and self-government policies to negotiation objectives and problems, developing alternative solutions during negotiations, and soliciting responses from senior officials, from other government departments, from First Nations and the territorial government on policy initiatives, jurisdiction, political and legal implications.
Analyzing methods and procedures, adapting existing negotiation theory, methods, and techniques to unusual situations, developing innovative solutions to complex social, political, and economic issues, and providing advice on specific policy and operational issues arising from negotiations.
Preparing briefing notes and correspondence for the Minister and senior management, replying to ministerial correspondence, and preparing submissions for senior management, an interdepartmental committee of ADMs, as well as for Treasury Board and Cabinet. Making presentations to all entities mentioned above.

Intent of the process

The immediate intent of the process is to staff indeterminately one positions at Crown-Indigenous Relations and Northern Affairs Canada, in Whitehorse, Yukon Territory.
A pool of partially qualified candidates may be established which could be used to staff temporary, and/or permanent positions with similar qualifications, various linguistic profiles, various security requirements, and/or various tenures at Crown-Indigenous Relations and Northern Affairs Canada, within the Yukon Region. Conditions of employment may vary according to the positions to be staffed.
The PM-06 position is located in Whitehorse, YT. For operational reasons, the work must be performed on site, at the Whitehorse Office. If not already a resident in Whitehorse, YT, the successful candidates are required to relocate to Whitehorse, YT.

ASSET QUALIFICATIONS
The following criteria are not required for the appointment, but preference may be given to candidates who possess these asset qualifications.

ASSET EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field relevant to the duties of the position (ie. Public Administration, Governance, History, Sociology, others that may be relevant).

Degree equivalency

EXPERIENCE:
Experience negotiating and/or implementing modern treaties and self-government agreements with Canada's Aboriginal peoples.
Experience working in a cross-cultural Aboriginal environment or in the North.
Experience supervising employees.
Experience in conducting complex negotiations with multiple parties.
Experience in conflict management and resolution.
Experience in program policy development.

A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. 7. Online assessments may be scheduled and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.
