Duties

The Ports Operations Officer oversees the operational responsibilities for the Transport Canada owned Harbours and Ports in the Ontario Region. The position responsibilities include:
✔Representing the department and region with port users, stakeholders, various levels of government bodies, and Indigenous groups.
✔Conducting site visit to public port facilities to inspect, identify and investigate deficiencies to ensure efficient and safe port operations.
✔Developing, enacting, and monitoring Emergency Response Plans and Security Plans.
✔Supervising appointed harbour masters and wharfingers for day-to-day port operations
✔Analyzing data and presenting briefings on port operation activities, incidents, and issues to management.
✔Managing minor capital projects, including forecasting, competitive contracting, and project monitoring to ensure contracted work are completed on time within budget.
✔Timely and accurate financial forecasting for minor capital repairs aligned with strategic financial periods, while strictly adhering to procurement policies, directives, statutes, and regulations in processing contracts
✔Coordinate processing of Vessel Movement Forms (VMFs) of all port revenues associated with harbour dues, wharfage and berthage.

Education:

Degree equivalency

Experience:
• Experience in providing advice and recommendations to your supervisor and/or manager.
• Experience in working with internal or external stakeholders (e.g. federal government departments, provincial or territorial governments, private sector representatives, non-government organizations, and/or indigenous groups.)

• Experience in planning, managing, and monitoring projects*
*A project is defined as a temporary, goal-driven effort designed to produce a unique product or service. A project has a defined start and end date with clearly defined phases, and its success is measured by whether it meets its stated objectives.

• Experience in negotiating solutions and resolving complex* issues.

Education:
• Graduation with a degree or a diploma from a recognized post-secondary institution.

Degree equivalency

Experience:
• Experience in procurement in the federal public service.
• Experience in Property Management or property management services.
• Experience in preparing reports or presentations or briefing notes.
• Experience working with or for Indigenous communities or organizations in Ontario.
