Duties

Did you know that the RCMP employs technical staff responsible for developing and maintaining their own Land Mobile Radio network? They also employ a construction group that supports the physical infrastructure of the numerous Land Mobile Network sites belonging to the RCMP throughout British Columbia. The role for the construction group (Engineering and Construction Services - ECS) encompasses a variety of duties working in the most remote areas of BC to alongside our uniformed members in detachments. Employees will be challenged to develop and implement construction procedures for new installs and upgrades to our radio sites, to assist our radio technologists with antenna installations on towers, buildings, in vehicles and to oversee various contractors performing similar tasks.

Some typical duties experienced by the employee;
• Tower climbing/ rigging for microwave and VHF antenna installations
• Mountain top radio repeater site construction, helipads and platforms
• Assisting technologists with radio maintenance, configuration and installations
• Planning of new radio sites including licencing, permits and co-locating contracts
• Maintaining our construction equipment, workshop and inventory

Work environment

The RCMP is seeking talented candidates with a proven ability to work in these challenging environments for the Radio Technology Program in E Division (BC).

These positions reside predominantly in Chilliwack and Surrey in Radio Operations Shops/Units and are situated in a law enforcement environment which includes contact with uniformed police officers. Multiple physical environments ranging from office/lab environments to detachment visits and remote mountain tops with exposures to all weather conditions. Travel is typically via vehicle or helicopter and occasional overnight trips / deployments are expected. Core business hours are Monday through Friday between the hours of 0800 and 1600. Willingness to work overtime, provide after-hours support and be on call are an operational requirement and compensation is provided.

Intent of the process

The result of this selection process will be to create a pool of qualified candidates which may be used to fill future permanent or temporary vacancies.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
A secondary school diploma or employer-approved alternatives (see Note 1).

Note:
1. The employer-approved alternatives to a secondary school diploma are:
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education, training and/or experience.

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b. Candidates who have been appointed or deployed for an indeterminate period to a position in the GT classification.

The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the GT classification only and must be reassessed for entry to other classifications on the basis of this alternative.

• Experience with rigging for communication towers or similar.
• Experience in reading blueprints and designs prepared by architects, construction professionals, etc.

*Recent experience is defined as the experience normally acquired within the last five (5) years.
**Significant experience" means depth and breadth of experience normally associated with the performance of duties continuously over a period of approximately 12 months.
***Extensive experience” is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately three (3) years.

OPERATIONAL REQUIREMENTS
• Willing to certify in High Angle / Tower Rescue within 1 year
• Willing and able to certify in basic amateur radio or internal Radio Technology Program basic radio exam within the first year of employment
• Willing to acquire an Air Brake Ticket endorsement within 1 year

Conditions of employment

• Enhanced reliability status security clearance
• A valid Class 5 Drivers License
• Willing and able to travel throughout service area (i.e. BC) including remote area, overnights, and travel via helicopter, fixed wing aircraft, trains, trucks, boats, UTV and other conveyances as operationally required on extended trips (3+ weeks or longer)
• Willing and able to work extended hours or adjust schedule with little or no notice to meet operational requirements
• Willing and able to provide after-hours support via operational availability (on call)
• Willing and able to work at heights while climbing towers, on scaffolding, ladders rooftops or other like situations
• Mobility to the extent of crawling and working in confined areas to install equipment
• Physical ability for lifting of heavy or awkward items like radios and batteries, up to 70 lbs.
• Willing and able to perform work duties in inclement and uncomfortable weather conditions

The security requirements are the same for all employees of the RCMP.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Once established, the qualified pool will be valid for a period of 12 months and may be extended.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.
