As a Director General (EX-03) within ISC, you will be accountable for leading a large team to the development and implementation of policies and programs as well as operational frameworks to enable ISC to support its mandate.

Upon arrival, rest assured that you will be supported whether you are new to this role or a seasoned professional. Throughout the first few months, you will learn about departmental priorities and values, internal policies, work processes and established workplace cultural norms such as diversity and inclusion, and official languages. You will be provided with support from peers, introductions to partners, access to programs, courses, events, and personalized support exclusively tailored to you.

Intent of the process

The immediate intent of this process is to staff Director General positions (EX-03) within Indigenous Services Canada (ISC) in the National Capital Region.

A pool of candidates will be established to staff similar positions within ISC across Canada.

All federal organizations listed in the Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to staff a similar position within their organization.

EDUCATION

Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

A recognized post-secondary institution is a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. EXPERIENCE

Significant* experience providing strategic advice and recommendations to senior management on complex** issues related to policies or programs or services.
Significant* experience building and maintaining relationships with various stakeholders including with Indigenous partners or communities to advance Indigenous priorities.
Significant* experience providing strategic leadership overseeing or developing or delivering policies or programs or services.
Significant* experience managing human resources (this includes supervising a large team and establishing priorities or work objectives).
Significant* experience managing financial resources (this includes being responsible for a budget, financial planning, forecasting and reporting).

Bilingual positions require the use of both English and French languages. STEP 2 – SCREENING

Once the poster deadline has passed, the assessment committee will review your answers to the screening questions and determine if you meet the essential education and experience requirements.

IMPORTANT: All communication for this process will be conducted via the email address provided in your application. Please ensure that you check for messages regularly and to ensure that your email address accepts messages from unknown users (some email systems block these types of email or filter them to a junk mail folder) as you may miss important key messages and fail to respond by set deadlines.

Once the screening step is completed we will advise you of your result as soon as possible.

Depending on the number of applicants, volume management strategies such as the applying one or more assets, using a top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. You will be notified should any of these strategies be applied.

STEP 3 – ASSESSSMENTS

Various assessment methods may be used for you to demonstrate how you meet the advertised Key Leadership Competency. The intention is to have a conversation with you to allow you to showcase your competencies and to complete the assessment with reference checks.

At every assessment stage and as soon as the results are known, they will be communicated to you.

To help reduce systemic barriers that have hindered many Indigenous people’s access to employment in the federal public service, the assessment material has been reviewed along side the tool for mitigating Biases and Barriers in Assessment developed by the Public Service Commission and by an Indigenous executives. Furthermore, the assessment committee is diverse and includes Indigenous members to promote diversity and inclusion.

Second language assessments (reading and writing comprehension) will also occur at this stage for candidates that are interested in bilingual positions.

STEP 4 – QUALIFIED CANDIDATES IDENTIFIED (POOL CREATION)

Once it is determined that you meet the essential qualifications, you will be advised that your name will be placed in a pool. Hiring managers will contact candidates that best fit their position by reviewing scores obtained, résumés, assets that you may have, location interest and more. Additional conversations with candidates at this stage may be scheduled.
