Duties

Five (5) position to be filled within Portfolio Management Division and a pool to be created for future vacancies. This position is responsible for communicating and implementing directions relating to real property, project management, facility and other corporate directions at select facilities. The incumbent along with the Regional Manager will lead client relationships in the region, providing advice and integrating direction from senior management.

The Real Property and Environment Branch (RPEB) is a dynamic and forward-looking corporate services organization that aims to ensure that NRCan has optimal real property assets that enable the delivery of world class science programs while balancing sustainability and affordability. To respond to the Horizontal Fixed Asset Review, RPEB has embarked on an ambitious change agenda that involves leading NRCan through significant real property transformation as well as modernizing business practices, processes and systems. The organization is well connected to the Real Property Institute of Canada and works collaboratively with other government departments to share best practices, work collaboratively and problem solve together. Intent of the process

The intent of this process is to staff five (5) indeterminate position.

A pool of (fully or partially qualified) candidates may be established through this process to staff with identical or similar positions within Natural Resources Canada with various tenures, various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

EX5. Experience in project delivery by developing scope, schedules and budgets and experience in development of risk mitigation.

ASSET QUALIFICATIONS / EDUCATION
AEdu1:Graduation with a secondary diploma in a field relevant to the duties of the position such as Project Management, Business Administration, commerce, urban planning, engineering, or architecture. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
AEdu2: Certification or training from a recognized real property association such as IFMA, BOMA, AAIC, REIC, or a recognized project management certification such as PMP (Project Management Professional), PRINCE2, or CAPM (Certified Associate in Project Management).

Degree equivalency

ASSET QUALIFICATIONS / EXPERIENCE
AEX1: Experience in developing Building Management Plans and commissioning supporting studies such as Building Condition Reports and Investigation and Analysis Reports.
AEX2: Experience in real property analysis and asset benchmarking in support of broad portfolio management objectives.
AEX3: Experience in life cycle management and/or real estate investment analysis (e.g. valuation, revenue forecasts, rate of return, asset benchmarking/performance measurement).
AEX4: Experience in working at a science or research facility.
