The Financial Consumer Agency of Canada (FCAC) is looking for dynamic leaders who are strategic thinkers and can build collaborative relationships for key management positions in Public Affairs.
FCAC is a small independent federal agency with a growing profile where everyone contributes to achieving results.
The Public Affairs Branch plays a pivotal role in helping FCAC fulfill its mandate to protect Canadians in their dealings with financial institutions. From regulating the banks to educating consumers on managing their finances and researching the latest in consumer behaviour, Public Affairs is at the centre of it all.

Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.
FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalencies noted above and we offer the same pension as the core public administration. The intent of this process is to staff four (4) positions:
Stream 1: Manager, Communications and Media Services - Immediate
Stream 2: Manager, Marketing and Digital Communications - Anticipatory
Stream 3: Manager, Engagement and Outreach - Anticipatory
Stream 4: Manager, Consumer Information - Anticipatory
Indeterminate employees at the same group and level or equivalent may be considered for a deployment. This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and various tenures.

EDUCATION
APPLICABLE TO ALL STREAMS
Graduation with a degree from a recognized university in public relations, communications, marketing, journalism, or a field relevant to the position OR an acceptable combination of education, training and experience.
EXPERIENCE
APPLICABLE TO ALL STREAMS
E1. Significant* experience leading the development and implementation of public affairs plans for complex** initiatives, such as communications plans, marketing campaigns, content strategies or stakeholder engagement strategies.
E2. Significant* experience working with internal and external partners/stakeholders on collaborative initiatives that support organizational priorities.
E3. Significant* experience providing strategic advice and recommendations to senior management (Director and above) on complex** issues occurring in the external environment.
E4. Experience supporting human resources-related activities within an organization, such as supervising, staffing or on-boarding.
*Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which are acquired on a full-time basis over a period of two years. The amount of complexity and the diversity of tasks, as well as the level or autonomy will be taken into consideration.
** Complex is defined as having two (2) of the following characteristics: affecting many partners or stakeholders, sensitive or confidential in nature, holding significant risk, having a major impact on Canadians, or having the potential for significant media coverage.

Experience leading or supervising a team in a public affairs function, such as communications, marketing, stakeholder relations or web.
Experience supporting financial resources-related activities within an organization, such as maintaining a budget, contracting or invoicing.
Experience working in or with the financial services industry.
STREAM 1:
Experience working in media relations or preparing media responses to complex** issues.
Experience developing and implementing organization-wide internal communications strategies or initiatives.
Experience coordinating activities with a Translation and Editing function.
STREAM 2:
Experience developing social media strategies.
Experience reporting on and evaluating the results of digital communications campaigns.
Experience leading Government of Canada advertising campaigns.
STREAM 3:
Experience in stakeholder or industry relations, including developing and maintaining on-going relationships.
Experience planning and delivering high-profile public events.
Experience coordinating public outreach activities that support vulnerable populations, such as women, Canadians with low income or recent immigrants.
STREAM 4:
Experience writing or reviewing web content intended for a public audience based on plain language principles.
Experience writing or reviewing content for publication on Canada.ca.
Knowledge of consumer issues related to financial products and services.
