Intent of the process

The immediate need is to staff one Level 1 indeterminate bilingual imperative CBC/CBC position in Moncton, New Brunswick.

This process will be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various linguistic requirements, security profiles, locations and tenures within Public Services and Procurement Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION (APPLICABLE TO ALL LEVELS):
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
OR
Graduation with a degree in architecture from a recognized post-secondary institution.

Degree equivalency

OCCUPATIONAL CERTIFICATION
📌Level 2 (ENG-03/AR-04):
Eligibility for certification as a professional engineer in Canada.
OR
Eligibility for certification as a professional architect in Canada.

📌Level 1 (ENG-04/AR-05):
Registration as a professional engineer in Canada.
OR
Licensed to practice Architecture by a recognized Provincial Association in Canada.

EXPERIENCE (APPLICABLE TO ALL LEVELS):
• Experience in managing quality, finances and schedules of projects.
• Experience in reviewing drawings and specifications for construction projects.
• Experience working with multi-disciplinary project teams.
• Experience in providing advice to clients.

📌Level 2 (ENG-03/AR-04):
• *Significant experience in the delivery of Real Property projects including the planning and managing various phases of **complex Real Property projects.

📌Level 1 (ENG-04/AR-05):
•***Extensive experience in the delivery or design of real property projects including the planning and managing of various phases of Real Property projects
•*Significant experience with managing various phases of real property projects with ****challenging degrees of complexity and magnitude.

DEFINITIONS:
Real Property is defined as new construction or renovations (e.g., interior fit-up) and includes any structures such as buildings, heritage buildings and structures, engineering assets (bridges, dams, marine infrastructure, roads or on land), underground infrastructure, earth retaining structures or equivalent built works which also includes specialized science-based laboratories, new iconic complex buildings or industrial facilities. Marine infrastructure includes assets such as wharfs, jetties, or dry docks.

*Significant experience is defined as the performance of these duties for approximately three (3) years.

** Complex is defined as projects involving at least one (1) complexity, for example: high technical difficulty, projects implemented in secure facilities, high stakeholder and media interest, stringent regulatory compliance requirements, physical challenges, marine dredging, heritage considerations or comparable complexity. It must be explained in detail including the candidate’s role.

***Extensive experience is defined as the depth, breadth and complexity of experience normally acquired through the performance of duties for a minimum period of six (6) years. Applicants must clearly demonstrate their roles and responsibilities relating to the experience..

****Challenging degrees of complexity and magnitude is defined as dollar value of projects or programs approximately $4 million or larger AND one additional challenge must be demonstrated such as a large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector). It must be demonstrated that the candidate has taken a lead role in the project delivery.

Asset qualifications are not essential, but may be deciding factors at any stage of the process.

ASSET OCCUPATIONAL CERTIFICATION:
Certification as a Project Management Professional (PMP) from the Project Management Institute (PMI).

📌LEVEL 2 (ENG-03/AR-04):
Registration as a professional engineer in Canada.
OR
Licensed to practice Architecture by a recognized Provincial Association in Canada.

ASSET EXPERIENCE:
• Experience in the delivery of repair or construction of bridges or roads.
• Experience in the delivery of wharves or breakwaters or other marine infrastructure.
• Experience in the delivery of buildings or fit-ups.
• Experience in the delivery of heritage conservation projects.
• Experience in the delivery of projects in secure facilities (for example: Correctional institutions, RCMP, CBSA, etc.)
• Experience in alternate forms of project delivery such as construction management or design build.
• Experience in the delivery of airport projects.
• Experience in the delivery of environmental remediation projects.
• Experience in cost estimating and project planning.
• Experience working with a Quality Management System.
• Experience in the supervision of staff.

OPERATIONAL REQUIREMENTS:
• Willingness and ability to work overtime, and on short notice, as required.
• Willingness and ability to travel, including overnight and on short notice, as required.
• Willingness and ability to work in and around project sites and remote locations including wearing personal protective equipment.
• Willingness and ability to enter construction sites.

Conditions of employment

• Security: Reliability Status or Secret security clearance, depending on the security requirement of the position.

• For those positions requiring registration as a professional engineer or architect in Canada, registration must be obtained prior to appointment and maintained for the duration of employment.
