🐟 Fisheries and Oceans Canada (DFO) is a federal institution responsible for safeguarding our waters and managing Canada's fisheries and oceans resources. We help to ensure healthy and sustainable aquatic ecosystems through habitat protection and sound science. We support economic growth in the marine and fisheries sectors and innovation in areas such as aquaculture and biotechnology.
📃 As an Evaluation Analyst, you will be participating in the conduct of evaluations, including: the development of the evaluation design and evaluation matrix; developing data collection tools (e.g., interview guides, survey instruments, document review templates); collecting data through quantitative and qualitative methods; analyzing quantitative and qualitative data; developing evaluation findings and conclusions; writing sections of evaluation reports; and preparing for, and participating in, briefings on evaluation findings.
The immediate need is to fill one (1) indeterminate position. This process may be used to staff similar positions within the Government of Canada.

🎓 EDUCATION:
▪ Graduation with a degree from a recognized post-secondary institution* with an acceptable specialization in economics, sociology or statistics.
*A recognized post-secondary institution is defined as a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
NOTES:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
💻EXPERIENCE:
▪ A minimum of two (2) years experience conducting all phases of program evaluations (planning, conducting, reporting).
▪ A minimum of two (2) years experience collecting, synthesizing and analyzing quantitative or qualitative data to assess programs, projects or initiatives.
▪ Experience in developing findings and conclusions in support of program evaluations.

▪ Knowledge of quantitative or qualitative methods related to program evaluation.
📝 ABILITY:
▪ Ability to communicate effectively in writing.
▪ Ability to analyze qualitative or quantitative information and develop evidence-based findings and conclusions.

EDUCATION:
▪ A post-graduate degree from a recognized post-secondary institution with a specialization in economics, sociology or statistics.
▪ Certificate in program evaluation from a recognized post-secondary institution.
EXPERIENCE:
▪ Experience conducting “in-house” evaluations of programs (versus managing evaluations conducted by external consultants).
▪ Experience using data visualization to communicate the results of research and/or evaluation projects.
▪ Experience leading a line(s) of evidence as part of a program evaluation.
