Duties

Have a passion for the environment or Real Property? Join our Environmental Services and Contaminated Sites Management team or our Real Property Professional and Technical Services Team. We provide contracting, technical advice and project/program management for environmental or real property related projects/programs for Public Services and Procurement Canada as well as many other federal government departments and agencies. Our work is varied and aimed at restoring the environment, and supporting the greening of government operations. It also includes construction and repairs to federal correctional facilities, research laboratories, border crossings, remote harbours as well as office fit-up in owned and leased facilities.

The Faro Mine Remediation Project is an opportunity to provide leadership with key partners to clean up one of the largest contaminated sites in Canada located in the Yukon Territory.

Our work in Public Services and Procurement Canada allows us to work in partnership with a broad range of partners both inside government as well as outside including with Indigenous communities.

Intent of the process

The intent of the process is to initially staff for the Faro Mine remediation project. The results of this process may be used to staff identical or similar positions within Public Services and Procurement Canada with various linguistic profiles, various security profiles various conditions of employment, various tenure or various locations across Canada.

Should the selected candidate already be a public servant, the pool of qualified candidates could also be used for acting appointments.

CERTIFICATION:

Certified as a Professional Engineer in Canada OR certified as a Professional Architect in Canada.

EXPERIENCE:

EX 1. Recent*1 and significant*2 experience developing and maintaining effective relationships with a wide range of partners*3 related to environmental*4 or real property*5 projects.

EX 2. Significant*2 experience in providing strategic advice to senior management*6 on complex*7 projects.

EX 3. Significant*2 experience in managing complex*7 projects in the field of environmental or real property through all project stages.

EX 4. Significant*2 experience in human resources management*8.

EX 5. Significant*2 experience** in financial resource management*9.

DEFINITIONS:

*1 Recent is defined as 5 years of experience acquired in the last eight (8) years.

*2 Significant is defined in terms of both depth and breadth of experience that is normally acquired based on the performance of activities in a wide range of situations over an extended period of approximately five (5) years. This experience does not need to be consecutive, but should cumulatively total to five (5) years. Candidates must clearly demonstrate their roles and responsibilities pertaining to this experience.

*3 Partners are defined as any level of government departments/agencies, Indigenous communities/organizations, private sector, industry association, non-governmental organizations or other entities.

*4 Environmental projects are defined as contaminated sites, sustainability/greening government, environmental management and compliance.

*5 Real property projects are defined as new construction, renovations, remediation for buildings, structures, improvements, and other utilities on, above, or below the surface of the land.

*6 Senior Management is defined as Regional Director (EX-01 or equivalent) level or above in the government or Chief Executive Officer (C Suite) or equivalent in the private sector.

*7 Complex is defined as projects in the fields of contaminated sites or real property which include at least three (3) of the following aspects: large number of partners or stakeholders; competing interests of partners, precedent setting, potential for significant media coverage, multi-disciplinary team including the private sector; demanding timelines, priorities, or client requirements; central agency approval requirements; environmental, or other important or unique components, high degree of technical difficulty.

*8 Human resource management is defined as the full realm of recruiting, hiring and managing employees. Applicants must provide the number of subordinate managers and staff they led/supervised. *9 Financial Resource management is defined as developing, managing and being accountable for a full cycle budget. Applicants must also indicate the size of the budget that they managed directly. ABILITIES:

ASSET CERTIFICATION:

1: Professional certification as an Engineer or Architect in British Columbia and/or the Yukon.

2: Current Project Management Professional designation (Project Management Institute).

ASSET EXPERIENCE:

A1: Experience in leading complex abandoned mine reclamation projects or contaminated sites projects in the north or in remote areas.

A2: Experience collaborating with First Nations in relation to environmental or real property projects.

A3: Experience delivering environmental projects for the Government of Canada or other levels of government (municipal, provincial or territorial governments).

A4: *Recent experience in provision of architectural or engineering design services or project management services for real property projects including managing a team of technical experts.

A5: Experience in the procurement and management of architectural and/or engineering consultants and/or construction contractors.

A6: Experience managing projects with alternate forms of delivery: construction management, design-build, public private partnerships, etc.

CONDITIONS OF EMPLOYMENT:
