Duties

STREAM 1: Main tasks of the Regional Economic Development Officer (CO-01):

• Process reimbursement claims and amendments, including onsite client visits if required.
• Carry out client viability analyses (interpretation of financial statements and ratio calculations, research into comparable data for sectors of activity, etc.).
• Assist in research and reporting (notes and fact sheets).

STREAM 2: Main duties of the Regional Economic Development Advisor (CO-02):

• Provide information on Agency services and programs and on Government of Canada priorities.
• Evaluate clients' needs, analyse intervention opportunities, make referrals and guide clients in their undertaking.
• Analyse business plans, financial packages, and financial forecasts. Write analysis recommendations.
• Process reimbursement claims and client requests for agreement amendments.
• Maintain close links with government partners, socio-economic stakeholders and the business community.

Intent of the process

The objective of this process is to fill the positions of economic development officer and economic development advisor in our Gaspé and Rimouski offices. A pool of qualified candidates could be established to fill future vacancies.

EDUCATION (FOR THE 2 STREAMS)

A degree* from a recognized post-secondary institution with specialization in business administration, accounting, commerce, finance, economics or in any other bachelor’s specialization combined with relevant experience.

OR

An acceptable combination of education, training and/or experience.

* The term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.

EXPERIENCES

STREAM 1: Regional Economic Development Officer (CO-01):

EX1-Experience in customer service.

STREAM 2: Regional Economic Development Advisor (CO-02):

EX1-Experience in business development and in providing services to a business clientele, for example during meetings with partners and advisory services to entrepreneurs;

EX2-Experience in evaluating; recommending and monitoring project from companies or non-profit organizations (NPOs), for example project feasibility, financial health or risk analysis;

EX3-Experience writing reports or memos for decision-making.

KNOWLEDGE

FOR THE 2 STREAMS:

- Knowledge of financial analysis practices.

STREAM 2: Regional Economic Development Advisor (C0-02) :

- Knowledge of the business environment of companies as well as the current issues and challenges they must deal with and how to deal with them.

ASSET QUALIFICATIONS

STREAM 1: Regional Economic Development Officer (CO-01):

- Experience in evaluating or auditing financial statements.

STREAM 2: Regional Economic Development Advisor (CO-02):

- Experience in developing partnerships with businesses and not-for-profit organizations, such as industry associations, horizontals, economic development organizations and universities;
- Experience in collaboration and project development with indigenous peoples and their communities.

OPERATIONAL REQUIREMENTS (FOR THE 2 STREAMS)

1. Willingness to travel on the territory and sometimes on short notice in order to attend face-to-face meetings with customers and partners or for training and conferences;

2. Willingness to do overtime occasionally;

3. Possession of a valid driver's license, or the ability to move around to an extent usually associated with the possession of a driver's license.

EMPLOYMENT CONDITIONS

Selected candidates must meet the conditions of employment at the time of appointment and for the duration of their employment.
