Program Policy Analysts at Transport Canada conduct, report on and prepare analyses of socio-economic studies, programs and projects with direct transportation implications to assess their impacts on the federal government’s and other jurisdictions’ priorities and stated goals; and provide advice to departmental/interdepartmental senior advisors and managers on findings. They contribute to projects and/or socio-economic studies or projects on transportation issues; provide information on the availability and feasibility of alternative mechanisms to achieve objectives; conduct analyses of the impacts, benefits and costs of program policy options and initiatives; and lead the management of simple contribution agreements. They also write and support varied departmental communication products, report summaries, presentations, non-technical reports, Cabinet documents and Treasury Board submissions, for senior management and the Minister on a range of program-related issues.
Transport Canada (TC) is responsible for transportation policies and programs. We promote safe, secure, efficient and environmentally responsible transportation. The Programs Group manages a wide variety of programs and activities related to air, marine and surface infrastructure, waterways, the environment, and innovation. This group has a wide skillset that helps them manage complex agreements between the Crown and provincial and municipal governments, private stakeholders, and port and airport authorities.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
Ex1. Experience* researching, analyzing, synthesizing, complex** information (e.g., statistical surveys, research reports, planning documents, Cabinet submissions, briefing notes or presentations).
Ex2. Experience* developing and providing strategic advice and recommendation to senior management** on policy, programs, research, or strategic planning issues/initiatives.
Ex3. Experience* in writing and supporting the development of communication products, (e.g., report summaries, presentations, non-technical reports, Cabinet documents, and Treasury Board submissions).
Ex4. Experience* leading or participating on consultations or collaboration with internal or external stakeholders to deliver results.
* Experience will be evaluated based on the depth and breadth of activities, as well as the complexity and diversity of handled files, over a minimum period of two (2) years, excluding examples citing academic coursework.
**Complex is defined as those with at least two (2) of the following characteristics: multidimensional, highly sensitive, affecting many partners or stakeholders, precedent-setting, having a major impact on service or program delivery, in direct fulfilment of department or government priorities.
***Senior Management is defined as Director level (or equivalent) or higher.
