Intent of the process

ANTICIPATORY PROCESS - A pool of qualified persons resulting from this process WILL be created /WILL be used to fill similar positions with linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC, english essential) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the core public administration (http://www.psc-cfp.gc.ca/plcy-pltq/rfli-lirf/index-eng.htm).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
- Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

Experience:
E01 Significant* and recent** experience providing briefings, advice and recommendations to senior management*** on complex IM/IT issues****
E02 Experience in coordinating or leading multidisciplinary teams of IT specialists*****.
E03 Experience in managing financial and human resources******
E04 Experience in establishing and maintaining positive working relationships with internal or external clients, partners and stakeholders.
E05 Significant* and recent** experience in the management of IM or IT services including projects and/or operations.

Definitions:
*Recent is defined as having performed the duties within the last 5 years
**Significant is defined as having breadth and depth of experience with minimum of 3 years at the IT3 group and level or equivalent.
***Senior management is defined as director or above
****Complex IMIT issue is defined as having at least two of the following characteristics; multiple phases, concurrent activities, high impact to client, high technology risks, involving more than one stakeholder
***** Includes team members from more than one IT domain, e.g. application development, database administration, data science, cybersecurity, application configuration, cloud infrastructure, enterprise architecture, IT support (held desk), etc.
****** financial management’ and ‘human resources management’. E.g. budgeting/forecasting, expenditure management, and/or procurement; directing staff, priority setting, workload management and performance management...

Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
