The Centre for Learning in Intercultural Effectiveness and International Assistance Policy (CFSC) supports Global Affairs Canada and other federal government employees in meeting departmental and Government-of-Canada international priorities through learning and development. Within Intercultural Effectiveness, the Centre provides training on intercultural effectiveness, Diversity & Inclusion, Gender-based Analysis Plus and other related courses. Within International Assistance, the Centre is responsible for providing training to international development, humanitarian and peace & security staff on topics including Results-based Management, Gender Equality, the Environment and Climate Change, etc.
The Centre also provides training to non-governmental organizations and the private sector.
CFSC is comprised of a management team, approximately 8 Learning Advisors (ED-EDS-02), and a coordination and administration team. CFSC is based within the Bisson Campus in Hull, Quebec.

GAC will be following the direction from the Office of the Chief Human Resource Officer on the introduction of a common hybrid work model across the federal public service. This common hybrid work model will consist of work on site at least 2–3 days each week, or 40–60% of their regular schedule.

The intent of this process is to staff 2 positions on an indeterminate basis with CBC/CBC language requirement and 1 position on a temporary basis with English or French essential language requirement.
A pool of candidates may be established to staff similar positions with various tenures and/or linguistic requirements within Global Affairs Canada.

EDUCATION:
ED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty relevant to the positions in the classification.
Note:
When education is required, candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
EX1. Experience in delivering training sessions to adult learners.
EX2. Experience in designing, managing, and evaluating adult learning programs and projects using an Adult Education instructional design framework(s).
EX3. Experience in assessing individual and organizational learning and performance needs.
EX4. Experience in defining the scope, objectives and statement of work of projects and negotiating contractual arrangements with clients.
EX5. Experience in the course management and/or facilitation of training in one or more of the following areas: Intercultural Effectiveness, Gender-based Analysis Plus, Bias Awareness, Diversity and Inclusion, Anti-Racism, Results-based Management, International Assistance.
EX6. Experience in the management of client relations with public, private, or non-profit organizations that have an international focus.
EX7. Experience using current technologies for the design and implementation of virtual learning and/or distance education and training.
ASSET QUALIFICATIONS
EDUCATION:
AED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in international development.
AED2. Master's degree from a recognized university, with acceptable specialization in education, social sciences, international relations, intercultural studies, international development or in any other field relevant to the work to be performed.
EXPERIENCE:
AEX1. A minimum of three (3) consecutive months’ experience working and living outside of Canada in a cultural context that is not your own.
AEX2. Experience in conducting research including research design, data collection and data analysis using basic qualitative and quantitative methods.
AEX3. Experience in the facilitation of workshops and other forums involving a range of stakeholders for the purposes of decision making, work planning, lessons learned and other team functions.
ABILITY:
AA1. Ability to communicate fluently in a language other than English or French.
